for a start i'd look at a Drupal site on the intranet with a local Kaltura install for the video delivery - both free and opensource so anyone can pickup the maintenance when you move on.
snakebite from actlab.tv should be a good solution - if it works, i haven't got it to work yet. it watches a folder for normal files, creates.torrent files and lists them on a tracker or html page... not sure about automated downloading of them, i was going to send out an RSS feed to the clients (each only needed a subset of the total file pool anyway)
almost certainly, and since they are taking this liberty with my data, and my p2p traffic, then i think i'll sue them for the next virus i get as well.
this is a great idea, it would stop companies hanging onto large volumes of IP as either defense patents or copyright material or in the hope of suing someone someday; they would release it into the public domain to stop having to pay the tax (like storage costs cause business to throw out physical objects) -joseph

should do wonders for safety too - reduced the number of driver/riders injured (but increase non-road user fatalities, ie. pedestrians, which bikes almost never kill but cars often do)
if your a good christian, surely you should be actively working to bring on the end?
though I do hope christian decide to oppose personal rfiding on religous grounds, then it wont mean your immediately suspect if you do refuse it. (under that silly 'only the guilty have anything to fear' idea refusal of personal rfiding constitues admission of guilt).
