We already have those. Take football, you can play in the Premier League and Champions League, or you can play on a Sunday on a muddy bog by the pub.

So this regulator needs to have an army of professional aeronautical engineers, software experts, metallurgy professors and user interface specialists.

Even deflecting the bulk of the energy away leaves a residual that will suffice to impact the orbit. That's the real challenge, even disregarding cost.

My response stating the obvious: "4 inch steel panels would stop most bullets."

I'll confess, I just came to laugh at them being able to launch payloads into space, land and retrieve the launch vehicle but then let it fall off a barge into the sea.
