The government does not have enough money to buy standard body armor for the soliers in Iraq in 2007, they won't buy this. It is too heavy, the soldiers are already carrying too much on their backs. It is not "powered" so its not going to lighten their load, and it does not have climate control, protection against radiation, chemical, biological or telekenetic attacks. It would be better and cheaper to build a fleet of machines to go into battle than to pour money into something like this.
I think radio controlled airplanes with bombs and guns would blast this thing into oblivion and be much cheaper to build and deploy.
No matter what "intellegence" you get from a subject of torture, it is not going to be helpful because the subject will tell you whatever you want to hear. If you ask someone the location of a terrorist cell, and they actually don't know, they are as good as dead in a place like Guantanamo. This lack of knowledge may not save their life, but on the other side of the electrode is the American soldier who is asking the questions. Whatever blubberings this victim may give you will be totally counterproductive and will not help further any military objective, they will be garbage intellegence. And we all know,

Yeah, these were developed by lockheed martin for fighter pilots originally. Its a way of projecting targeting and specifications in a pilots field of vision as a heads up display. Could be used with soldiers, etc...
I am sure some jarhead just watched the terminator and tried to reverse engineer it. Science fiction always comes up with this stuff before the military.
The US Environmental Protection Agency knows it, doctors know it. Radiation causes cancer. The only variable is how much. I would venture to say that they amount of concentrated radiation that is being blasted out of a cannon causes enough radiation to have long term side effects. If you don't believe me, ask the EPA, "Cancer is considered by most people the primary health effect from radiation exposure."
