Because the people at the head of the industry, who are the ones making all the money due to the IT worker's hard work, decided that they aren't satisfied with obscene profits, and thus need to get rid of OT so they can get grossly obscene profits.

Then go find a company that is willing to sort it for you. And be prepared to pay extra for that service.
Then you should be required to pay out the ass for trash hauling, as you are taking up vastly more space in the landfill, with things that could easily have not gone there. Worse, you're probably making more work for someone else to sort your shit.

My US bank does that too. In fact, they called me even on some valid charges that looked suspicious (filled some water jugs at a machine in Orange County, but the machine was billing out of Philadelphia).
They need to have the domain expertise and the experience to be able to determine whether something is novel or not. Some random engineer might not have that expertise. You need people that are actually high up in their field, and those people usually don't come cheap.
