Say what you will about that being to vague, but a loan to a car company to produce affordable, clean transportation definitely qualifies for general welfare... Transportation has become critical for economic success.
Basically, anything found that isn't on the warrant needs to be in plain view and they can't move items looking for it unless moving items might yield what is specified in the warrant.
Having said that, those are some vague rules and I'm sure a cop could justify looking anywhere he damn well pleases.

It's not just cost either. It's also growth. I work for an ILEC and our POTS services aren't experiencing any massive growth. If anything, it is shrinking as people move to cell phones and VoIP. On the other hand, our internet services are demanding more bandwidth, more networks, more infrastructure. You can't add all these things without downtime while simultaneously keeping it organized and running well. And as you add things to keep up with demand, you change a lot which has all sorts of unintended consequences.
The same thing applies to our cable television services. Adding more channels, HDTV, more HDTV channels, all digital... this is a lot of change which can not be accommodated without downtime and unintended consequences.

Of course this is utterly false. You'll notice that schizophrenia in the general population has not risen in the last 40 years or so, while marijuana use has increased substantially. Now tell me how that could be exactly. There is certainly a correlation between marijuana use and schizophrenia but it isn't causal. Of course, you won't hear that in the media because it "sends the wrong message".

The war on drugs is a tragedy. There are few rosy alternatives but the fact remains that imprisoning drug users has done nothing to reduce demand, supply, or addiction. It has allowed for the creation of criminal organizations, proliferation of drugs that are cut with dangerous chemicals, access to drugs by minors, racial discrimination (crack cocaine, etc...), imprisonment of otherwise law abiding citizens, and blatant abuses of police power. Never mind the economic ramifications. The drug war is a HUGE waste.
But I do agree with you. It's a moot point currently. No politician that is going to get elected will talk about it. The only thing Americans want for drug users is more prison cells. *sigh*
