Neither China nor India has any pledge to reduce or restrict CO2 output until 2030, per Paris. So we give them $1 trillion+ over the next 12 years, and they may THINK about starting to restrict CO2 output after that. Seems like a bad deal all around...
If I rent a vehicle and drive through a red light camera, or park at an expired meter, the rental company receives the traffic ticket and it's up to them to track me down. Same thing should apply here. Ticket the scooter company, and it's up to them to identify the user (pretty simple, who was using it/just used it prior to the infraction) and pass the fine along.

Most people would like to hire an engineer for a 40-80 hour job, who has an MSEE and 20 years of RF design experience for $80/hour and call it done... But hey, go ahead and pay that premium! I guess you like to go to a car dealer, look at the sticker price, and ask for a few extra thousand added on or the dealer, too?
