There are ID verification processes and cards for welfare at the moment. If tackling welfare fraud is not a significant reason for the card then the "combatting terrorism" justification is the only real arguement. But what use are ID cards in combatting Terrorism unless people are forced to produce them in every day life?
Regardless, even if there was one compulsory ID card it just makes it easier for forgers to know what to copy... unless ths Australians know how to make a card copy proof???
