Well, what works better than gcc right now? I know it's not quite up to the C++ standard, but it's probably the closest right now. It's the only thing that manages to handle templates correctly, and only now that 2.95 is out.
I think Carmack had the same idea a couple of years ago. Hence, Quake. If it really deserved a re-write before, I think it would still need one now. Not that it wouldn't be cool..
Sony wouldn't release the Beta standard. Yes, it is/was a better picture, but nobody else was allowed to use it.
