Why use C++? Aren't there languages that support parallelizing better, like the functional ones? Or perhaps develop your own language tuned to parallelizing.
The best combination is a kit + a good electronics book (get Art of Electronics by Horowitz and Hill and tell your kid to skip the math he doesn't understand).
I remember being very disappointed with my electronics kit when I was a kid as it did not explain how the circuits worked and how to design your own.
