They use materials and processes that are too hazardous or environmentally-unfriendly to be allowed today. Some materials simply aren't available anymore or can't be made to the necessary impurity/strength/resiliance tolerances. Changes during rebuild are inevitable and we need nuclear weapons designers to tell whether these changes will affect the operation of the weapons.
