Pick up "The C Programming Language", will give him a solid base to work off which is really the important part... language is less important.
But speaking as someone who learned perl first and went back to work with C, C++, and Java later I wish someone had me learn those first before moving on to others, going the other direction tends to make people stubborn and lazy ( and i will avoid the python topic like the plague since i am not sure if people are trolling or actually believe that it is a good place to start ).

2) The kid should be given a scholarship to the school of his/her choice as long as they are going for a C.S. ( or related ) degree
what happens to the future sys admins, programmers, and IT security people when everything becomes punishable by fines and jail time?
if i was responsible for a schools network i would throw a challenge down to the students to attempt to hack it when ever they get a chance... it would make me a better admin, and it would make them learn skills that can be used later on.
next step: we arrest anyone that likes shop class or chemistry... they could be supporting the terrorists in the future.

i think the biggest concern is coming up from 2 groups, 1st group is obviously the people that think it is all a big plot to control them, and the 2nd would be people that put alot of effort into hiding there pr0n/online dating habits from their spouses or authorities starting to get nervous about another way for them to get caught
