'Some ISPs' meaning 'ISPs who, in total, cater to less than 5% of the population and who don't want to do any business with government or schools'.
Like the ISP I use, for example! They're decent chaps and I highly recommend them.

Excuse my replying to my own post, but there is a three month notice period on the LLU service I use, not one month as I stated. It's their standard ADSL packages that have a rolling month-to-month contract.

Some months ago, when a bunch of stories starting coming up of large ISPs starting up voluntary schemes and trials and whatnot I actually left BT and moved to a smaller, friendlier ISP exactly with the expectation that this sort of thing would come to be.

Shameless plug for my current ISP, ADSL 24 - cheaper (for the typical user), just as fast (maybe even faster), no traffic shaping, no blocking, no bullshit. Never got any problem with them.
By the way, last I checked, the ISPs to avoid at all costs in the UK (with regards to things like blocking and traffic shaping) where BT, Virgin and Tiscalli.
I was on ADSL 24 and they claim to be friendly and everything. But when my brother downloaded a couple (understatement) of PSP Games, a week later we had our internet connection shut down. Why? apparently ADSL24 (Or TITANADSL) are vendors from ENTANET. ENTANET received a copyright infringment notice, sent it to ADSL24, and that wasn't sent back to me. So they decided to cut off my internet. The funny part is they mad me promise to delete those files if I wanted a connection back. "sure" I said. A week later I was in VISPAADSL. Told them about the issue and promised that wouldn't happen to me. We'll see..

Entanet are also a good alternative, they've had a couple of problems rescently due to BT buggering up the IPStream switchover, but they've practically all cleared up.
You can't buy directly from Entanet but there are plenty of resellers, I use http://adsl24.co.uk/ personally.

...even Sky Broadband is actually substantially better than BT or Virgin Media.There are plenty of great ISPs in the UK. It's just that none of them include BT or Virgin Media. Shop around, for God's sake. You owe it to yourself, especially in this economy!

Ahh yes "Unlimited* broadband", where everything** is Unlimited* except the small print which detail just how limited*** the limitations are.

*** - very limitedHowever, there are exceptions; find the smaller ISPs who clearly state (and truly uphold) their much larger caps. 3GB/month is tiny, especially considering Virgin are promoting their BBC iPlayer abilities too.
I went with a reseller of Entanet (Adsl24), whose plans are based around the data used. And unlike Virgin Media, the smaller ISPs generally have 1 month contracts too.
Checkout the comparisons, the big companies performances tend to be unlimited* too.

No, this is rather like those night usage electricity tariffs for washing machines, dishwashers, etc...
For home packages the ISP just needs to set a low peak cap during the evening and a high off-peak cap during the rest of the day (e.g. ADSL24 in the UK).
Whatever protocol you use (BT, eMule, or HTTP download) doesn't interest the ISP, all they want to do is move non-interactive usage to off-peak times so that interactive usage during the evening works for everyone.
Most users will understand if things are set things out clearly at the start instead of suddenly receiving a fair usage warning e-mails when some mysterious unknown limit is hit. Indeed many P2P users may choose an ISP with this kind of peak/off-peak tariff as they know exactly what they signed up for.
