Yes, but the google app caches some tiles, and there are other options which work with completely offline maps:
AndNav for Android
Atlas for iPhone, or if you want turn by turn navigation something like the TomTom app, which also has offline road maps.
Standalone GPS systems are becoming less and less important, and eventually will probably just merge into multifunction devices. The days of Garmin gouging users on every map upgrade and charging lots of standalone units are gone.

This is available via AndNav and OpenStreet Maps via Open Route Service. Sadly, development for USA navigation has been slow or non-existent despite my donation to the project.

This has already been done in the AndNav1 project. Unfortunately, due to licensing terms google forced them to stop development. Now they are useing open street map instead.

every GPS-App relies on GPRS/UMTS/EVDO to download routes and maps; you cannot use them outside of cell-coverage

I believe the issue is that Google isn't allowed to provide such service with Google Maps. Google has licensed maps from different sources, which in turn have re-licensed it or are providing their own paid services such as turn-by-turn navigation, re-routing, etc. I believe the license agreement Google has limits the use of maps to not allow these services specifically. If you use Google Maps API, they make you agree to such terms too.
Want to do all that stuff? Get your own maps and host the service on your own servers. Something like andnav2.

The reason you don't get turn-by-turn directions with Google maps is that Google's agreements with map/GIS data providers (all those with copyrights listed in the bottom corner of your map) forbid it.
A license that allows turn-by-turn directions that is controlled by GPS costs money, hence why there aren't any free apps that do this, except for one, AndNav for Android, that uses Open Street Map data instead of commercial map data.
In fact, AndNav started out doing this with Google Maps until running into this problem.

AndNav2 for Android
Android has AndNav2 which now also provides audible turn-by-turn directions using OpenStreetMap data. And you can report bugs in the map data too. http://www.andnav.org/
