Roughly a BILLION dollars in pedo payoffs worldwide make that post a candidate for Funny, not Flamebait.
From rescuing Nazis (not to mention largely ignoring the Holocaust, if THAT wasn't worthy of excommunication what is?) in Operation Ratline after WWII to playing hide-the-pedo across international borders, the Vatican has forfeited any respect except by its own brainwashed flock.

It's boring
Being against censorship, I had to read the thing. It's an operating manual for an organization, and a reasonably sensible one. Far more embarrassing policy documents have emerged from Catholic abuse scandals. This manual has a child abuse section on page 157; it says to report it by calling a toll-free number.
This document doesn't appear to be much of a secret. It can be ordered through LDS Distribution Services, and the registration system doesn't seem to even ask if you're a Mormon. Sections of it are on the LDS main site.
Other than as a copyright issue, there's not much to get excited about here.

The Church has always lost members left and right. What particular issues do you see the Church messing up? Quite agreed that the heinous actions of those priests are not tolerable. But lets clear up some facts... The ratio of priests who have been accused (some guilty / some not) to the total number of priests... is actually less 0.01% Not that it makes those actions any more right... but the number does mirror the ratio found in various other institutions. What did you have in mind that he could do different to help the victims?

Look more closely.
For everyone complaining about this being unconstitutional make sure you look into its use first. The primary reason this was enacted was to replace the previous exemption in the staute of limitations for sexual harassment victims of clergy. This seems to be the primary thing it will be used for - to have a way to mark people who have been accused outside of statue of limitations - this is especially relevant because often times children who are abused take a long time before they are comfortable talking about it.

Some other articles mention that one of the big lobby groups pushing for this law were catholic groups - these people clame they wanted it enacted to protect the priests whom are being accused of molestation 35 years afterwards.
As far as civil liberties go the articles all point out that there will be the same requirements as those placed on person on the criminal registry inr egards to where you may live and whatnot. The question we should be asking is if the priest situation is the only reason this law can be envoked, the article is amazingly vague.
