My first guess was the close working and financial relationship between PayPal and rent-a-spy Palantir with all it's NSA, FBI, and other government investors/customers. It would be way to easy for one of Palantirs 'customers' to make a few phone calls and pull a few strings to get this guys details.
I remember trying a fully anonymous P2P client years ago, but it was WAY to slow to be practical. Perhaps TOR + a file hosting service like megaupload could work. Megaupload was shut down, but iteration 2 (MEGA) has survived a year so far thanks to its encrypt-before-upload plausible deniability technique. Just don't ask for cash by PayPal, jeesh! -

It can be perfect, but its a conspiracy amongst their ranks to control the public and prevent prosecution for previous misdeeds.

The way to perfection is mind reading technology to valid emotions, thoughts, memories, and impulses, to perfectly prosecute and convict all current government criminals and prevent them from ever regaining power. The Department of Defense, NSA, CIA, and FBI already possess this technology but its being used for psychic warfare and serious spy games abuses. Perfect conviction is also possible of criminals, and knowing exactly what happened to lead up to finding crime, committing crime, altercations during police encounters, and more. We wouldn't need juries anymore either because a computer can determine guilt and proper "rehabilitation" for all citizens without bias. No flaws, no false convictions, no long trials or need for appeals as the current system work. Releases could be based on the persons actual risk based on their brain waves and thoughts, risks, plans, rather than the typical arbitrary shit and personal opinions of the public today.
Dr. Robert Duncan's book The Matrix Deciphered mentions the literal conspiracy to hide this technology, because it could be used to convict our corporate and Presidential and military overlords, who have lied and conspired and covered up every crime they ever committed, including with this mind reading/altering weapon. Anything led by the DHS is bound to go from "voluntary" to mandatory (or hyper peculiar) too quickly. I can't imagine the same band of brigands doing such things as this, this , this, or that, and so on and so forth could offer anything constructive to the interweb or anything else.

Wish it was yesterday
Some very talented folks I once had the pleasure of meeting just went out of business. They had formed Bitcoin Harbor, an exchange for buying and selling items strictly in bitcoins. I suspect the undue lack of popularity for bitcoin is to blame, but there has been some pretty fierce efforts against bitcoin which might also influence the stagnation of what I consider a great system. One example of government hostility against alternative currencies I think is no better illustrated than in the case of Bernard von NotHaus.
Some fear the forced introduction to a "cashless society", and maybe I do as well. However, If such is the unavoidable future, I'd rather it be in bitcoin. It's peculiar the vehement government defense of what might reasonably be considered amongst the most unstable and fantastical currencies in the world, in contrast to their hostility toward arguably less deformed competitors. When speculation suggests bitcoin may be more worthy of confidence than the euro, I pay at least one ear of heed. But when Alan Grayson asks Lord Ben where $500,000,000,000 went and he can't reply, I reach for my Adult Depend Undergarment. -
