Outgoing CRTC Head Says Technology Is Eroding Canadian Culture
Patchw0rk F0g writes "Canada's outgoing CRTC head, Konrad von Finckenstein, has some choice words for his successor: Internet and wireless technology has disarmed federal regulators of their weapons to protect cultural identity. The retiring Finckenstein cites over-the-top broadcasting, new Internet technologies and (perhaps most importantly) the fact that the CRTC is antiquated and can't keep up with these emerging technologies as factors in the (still)-growing culture-loss of Canada to the U.S. 'We have now moved into an era where the consumer is in control, and where thanks to the Internet and mobile devices, you cannot control access any more,' he said in one of his last interviews." -

Spanish Judges Liken File Sharing To Lending Books
Dan Fuhry writes "A three-judge panel in the Provincial Court of Madrid has closed a case that has been running since 2005, ruling that the accused are not guilty of any copyright infringement on the grounds that their BitTorrent tracker did not distribute any copyrighted material, and they did not generate any profit from their site: '[t]he judges noted that all this takes places between many users all at once without any of them receiving any financial reward.' This implies that the judges are sympathetic to file sharers. The ruling essentially says that file sharing is the digital equivalent of lending or sharing books or other media. Maybe it's time for all them rowdy pirates to move to Spain." -
Ubuntu 9.04 Released

Also announced were the simultaneous releases of Ubuntu 9.04 Server Edition and Ubuntu 9.04 Netbook Remix (UNR). Ubuntu 9.04 Desktop Edition delivers a range of feature enhancements to improve the user experience. Shorter boot speeds, some as short as 25 seconds, ensure faster access to a full computing environment on most desktop, laptop and netbook models. Enhanced suspend-and-resume features also give users more time between charges along with immediate access after hibernation. Intelligent switching between Wi-Fi and 3G environments has been broadened to support more wireless devices and 3G cards, resulting in a smoother experience for most users." -
Ubuntu 9.04 RC Released

This is their latest result, the Ubuntu 9.04 release candidate, which brings a host of excellent new features.' The various other Ubuntu-derived distributions, like Kubuntu, have also had their RCs released."
