In Montreal at least, you can go with Colbanet's ADSL2+ service. They've got their own equipment, separate DSLAMs and pipes, and don't rely on Bell for anything.
A previous roommate worked for them on their ADSL2+ rollout. Turns out it was cheaper for them to move the customers they had on Bell's equipment (where they didn't pay for bandwidth) over to their own (where they did). Pretty crazy.
If you're in Montreal, give them a call and see if they cover your area. If they do, they might be worth the switch.

You should check out Colba-Net. They're a small, private ISP, and they've been moving their customers slowly from Bell's infrastructure over to their own. This means if you're in the area they've upgraded, you not only get ADSL2+ speeds, but also avoid Bell's P2P capping as well.
Check them out. A friend used to work for them and did all their installations, so I know a little about their upgrade, but as with anything, it really depends on where on the island you are.

From the content of your post, I'm assuming you're referring to Videotron in Quebec. If you're in the Montreal area, try out Colba-Net - ADSL2+ in areas of Montreal and expanding fairly quickly (their techs even post on the DSLReports forums).

The problem is that North american telcos are lazy. The ISP I work for is rolling out 24mb adsl2+ in Montreal. The local telco is sitting at 3mb and they don't care even though they are losing customers to the local cable co who provides much faster service.

his page sucks
his site is ugly, hard to read, and i cannot believe he made it by "hand"?!? I made my website early 1997, 100% by hand, and i think it looks better than him! Also i'm reformating mine to display well in Netpositive and Voyager. I use W3C recommandations and that's all.
