Recycle the whole phone, not just the batteryNot sure if you meant recycling the battery or the phone as a whole, but CollectiveGood recycles your whole phone, reselling to developing countries or sending them to charity organizations for use as emergency phones. All phones are required by the FCC to be able to access 911, whether registered on a plan or not. After deactivation, your 10 year old b/w screen nokia can still call 911 if you turn it on. The people in developing countries can also make use of the old phones, since new phones are out of the price range they can afford. Those that cant be reused they send to electronics recyclers to handle them properly. You also get the benefit of a tax deduction, for the phone and the $ used to pay for shipping it (if you dont have one of their pre-paid labels they used to have).

The Collective Goodhttp://www.collectivegood.com/
They re-use old cellphones, pagers, crackberries, etc, by repairing your old phone and then give them to charities. Non-working ones at the least have their batteries recycled. They also have kits available to setup colection stations at your work or elsewhere, and I have seen several collection stations setup that look like USPS mailboxes repainted. Ive sent a few phones their way in the past. Its better than just throwing them out or letting them sit around!

Re:Rape buttonTry CollectiveGood, they take old cellphones and recycle them for stuff like what was mentioned. The money they make off this recycling is also sent directly to other charity type non-profits, so the donation is tax-deductable.

Do Something about It For Free
A group called Collective Good will take your cell phones and recycle them. Not only do developing nations get phones, but the people who refurbish them are trained. An interview with Seth Heine the founder of the group, explains a little more.
It's a way to give back that doesn't hurt you or cost you anything.
