For tuts go here:http://www.good-tutorials.com/tutorials/photo shop/web-graphics
For great css pages go here: http://www.cssbeauty.com/You could always hire a web designer, or a graphic designer

Other booksI don't agree that there are is a lack for a book like this. Head First HTML with CSS & XHTML tought me XHTML, with good practice, and CSS very painlessly, in fact it was fun. For more advanced stuff you can use the tools you have learned with imagination, buy The ZEN of CSS Design: Visual Enlightenment for the Web, and exelant book even if you don't buy it for the CSS aspect, or check sites like:

WebDevs for FOSS
CSS Beauty
Not particularly relevant to your case, admittedly, but it's one of the few places I check regularly ...

Re:*sigh*
Part of creating a website is drawing an area on my screen and start working within it.
There's your problem right there. This is a print mentality, not a web one. As a designer, you should be designing sites that can "bend" into a variety of screen resolutions and platforms, becuase that is your canvas.
But heck, I even like to use tables instead of div, just because I try to minimize the risk.
The risk of what? Producing something of quality? Designing on the web has come a long way since 1997. If you don't stay up to speed in this industry, you will fast become irrelevant. CSS has already solved some of the more common issues on the web - including the one in questions, as well as your screen size issue. It's time for "designers" like yourself to get with the program already.
Check out Zen Garden, CSS Vault and CSS Beauty for some more information -

Re:I'll take content over "hip-looking, style-lade
a site focused on content without any style is still useful; a site focused on style without content is not.
Actually, style without content doesn't have to be useful. I mean, why do people like to go see art in a museum, cause it's useful?
I visit sites like css Zen Garden and CSS Beauty to check out nice designs. I couldn't care less what the site content is about.
