Pentagon Wants To Test a Space-Based Weapon In 2023 (defenseone.com)
pgmrdlm writes: Defense officials want to test a neutral particle-beam in orbit in fiscal 2023 as part of a ramped-up effort to explore various types of space-based weaponry. They've asked for $304 million in the 2020 budget to develop such beams, more powerful lasers, and other new tech for next-generation missile defense. Such weapons are needed, they say, to counter new missiles from China, Russia, North Korea and Iran. But just figuring out what might work is a difficult technical challenge.
So the Pentagon is undertaking two studies. The first is a $15 million exploration of whether satellites outfitted with lasers might be able to disable enemy missiles coming off the launch pad. Defense officials have said previously that these lasers would need to be in the megawatt class. They expect to finish the study within six months. They're also pouring money into a study of space-based neutral particle beams, a different form of directed energy that disrupts missiles with streams of subatomic particles traveling close to light speed -- as opposed to lasers, whose photons travel at light speed. -
Pentagon Creates 'Do Not Buy' List of Russian, Chinese Software (defenseone.com)
An anonymous reader quotes a report from Defense One: The Pentagon is warning the military and its contractors not to use software it deems to have Russian and Chinese connections, according to the U.S. Defense Department's acquisition chief. Officials have begun circulating a "Do Not Buy" list of software that does not meet "national security standards," Ellen Lord, defense undersecretary for acquisition and sustainment, said Friday. The Pentagon started compiling the list about six months ago. Suspicious companies are put on a list that is circulated to the military's software buyers. Now the Pentagon is working with the three major defense industry trade associations -- the Aerospace industries Association, National Defense Industrial Association and Professional Services Council -- to alert contractors small and large. Lord said defense officials have also been working with the intelligence community to identify "certain companies that do not operate in a way consistent with what we have for defense standard." Asked if programs and weapons were compromised by foreign software, Lord said, "These are more widespread issues. I don't think we're focused on one particular system." -
Chinese Hackers Targeted IoT During Trump-Putin Summit (defenseone.com)
Zorro shares a report from Defense One: Four days before U.S. and Russian leaders met in Helsinki, hackers from China launched a wave of brute-force attacks on internet-connected devices in Finland, seeking to gain control of gear that could collect audio or visual intelligence, a new report says. Traffic aimed at remote command-and-control features for Finnish internet-connected devices began to spike July 12, according to a July 19 report by Seattle-based cybersecurity company F5.
China generally originates the largest chunk of such attacks; in May, Chinese attacks accounted for 29 percent of the total. But as attacks began to spike on July 12, China's share rose to 34 percent, the report said. Attacks jumped 2,800 percent. The China-based hackers' primary target was SSH (or Secure Shell) Port 22 -- not a physical destination but a specific set of instructions for routing a message to the right destination when the message hits the server. "SSH brute force attacks are commonly used to exploit systems and [internet of things, or IOT] devices online," the report says. "SSH is often used by IoT devices for 'secure' remote administration." The report notes that attack traffic came from the U.S., France, and Italy as well, but the U.S. and French traffic kept with its averages. "Russian attack traffic dropped considerably from third, its usual spot, to fifth," reports Defense One. "German attack traffic jumped." -
The Pentagon's Ray Gun Can Stall Cars (defenseone.com)
john of sparta quotes Defense One: The Defense Department's Joint Non-Lethal Weapons Program, or JNLWD, is pushing ahead with a new direct energy weapon that uses high-powered microwaves to stop cars in their tracks without damaging the vehicle, its driver, or anyone else. The jammer works by targeting the car's engine control unit causing it to reboot over and over, stalling the engine. Like an invisible hand, the microwaves hold the car in place. "Anything that has electronics on it, these high-powered microwaves will affect," David Law, who leads JNLWD's technology division, said in March. "As long as the [radio] is on, it holds the vehicle stopped."
It weighs 400 pounds -- it's the size of a large copy machine -- and uses 300 kilowatts of power that's generated by a gasoline-powered turbine.
"To deploy it, the driver would pull out in front of the attacker and turn it on." -
Pentagon Seeks Laser-Powered Bat Drones (defenseone.com)

"The biological study of agile organisms such as bats and flying insects has yielded new insights into complex flight kinematics of systems with a large number of degrees of freedom, and the use of multi-functional flight surface materials," the announcement reads. The Air Force believes that more and more naturalistic design -- coupled with more powerful and smaller sensors to form a better picture of the outside world -- should yield "significant improvements in maneuverability, survivability and stealth over traditional quadcopter or fixed wing designs."

Russia Says It Will Ignore Any UN Ban of Killer Robots (ibtimes.com)
According a report from Defense One, a United Nations meeting in Geneva earlier this month on lethal autonomous weapons systems (LAWS) was derailed when Russia said they would not adhere to any prohibitions on killer robots. "The U.N. meeting appeared to be undermined both by Russia's disinterest in it and the framework of the meeting itself," reports International Business Times. "Member nations attempted to come in and define what LAWS' systems would be, and what restrictions could be developed around autonomous war machines, but no progress was made." From the report: In a statement, Russia said that the lack of already developed war machines makes coming up with prohibitions on such machines difficult. "According to the Russian Federation, the lack of working samples of such weapons systems remains the main problem in the discussion on LAWS... this can hardly be considered as an argument for taking preventive prohibitive or restrictive measures against LAWS being a by far more complex and wide class of weapons of which the current understanding of humankind is rather approximate," read the statement. -
US Preparing to Put Nuclear Bombers On 24-Hour Alert (defenseone.com)
DefenseOne reports on new preparations at Barksdale Air Force Base: The U.S. Air Force is preparing to put nuclear-armed bombers back on 24-hour ready alert, a status not seen since the Cold War ended in 1991. That means the long-dormant concrete pads at the ends of this base's 11,000-foot runway -- dubbed the "Christmas tree" for their angular markings -- could once again find several B-52s parked on them, laden with nuclear weapons and set to take off at a moment's notice... Gen. David Goldfein, Air Force chief of staff, and other senior defense officials stressed that the alert order had not been given, but that preparations were under way in anticipation that it might come...
Already, various improvements have been made to prepare Barksdale -- home to the 2d Bomb Wing and Air Force Global Strike Command, which oversees the service's nuclear forces -- to return B-52s to an alert posture. Near the alert pads, an old concrete building -- where B-52 crews during the Cold War would sleep, ready to run to their aircraft and take off at a moment's notice -- is being renovated. Inside, beds are being installed for more than 100 crew members, more than enough room for the crews that would man bombers positioned on the nine alert pads outside... Large paintings of the patches for each squadron at Barksdale adorn the walls of a large stairway. One painting -- a symbol of the Cold War -- depicts a silhouette of a B-52 with the words "Peace The Old Fashioned Way," written underneath.
General Goldfein, the Air Force's top officer and a member of the Joint Chiefs of Staff, "is asking his force to think about new ways that nuclear weapons could be used for deterrence, or even combat... 'It's no longer a bipolar world where it's just us and the Soviet Union. We've got other players out there who have nuclear capability. It's never been more important to make sure that we get this mission right.'" -
The US Army Wants Distributed Bot Swarms And An 'Internet of Battlefield Things' (defenseone.com)
turkeydance shares a new report about the U.S. Army Research Lab: In the coming months, the Lab will fund new programs related to highly (but not fully) autonomous drones and robots that can withstand adversary electronic warfare operations... A second program called the Internet of Battlefield Things seeks to put to military use "the research that's going on in the commercial space" on distributed sensors and Internet-connected devices... One thrust will be equipping drones and other autonomous systems with bigger brains and better networking so that they can function even when an enemy jams their ability to radio back to a human controller for direction... "When you don't have bandwidth, when you're under cyber attack, when you're being jammed. That's the problem we're trying to address."
The lab's director also says they want "as much processing as possible on the node" so it can continue functioning in "contested environments." -
Facial Recognition Could Be Coming To Police Body Cameras (defenseone.com)
schwit1 quotes a report from Defense One: Even if the cop who pulls you over doesn't recognize you, the body camera on his chest eventually just might. Device-maker Motorola will work with artificial intelligence software startup Neurala to build "real-time learning for a person of interest search" on products such as the Si500 body camera for police, the firm announced Monday. Italian-born neuroscientist and Neurala founder Massimiliano Versace has created patent-pending image recognition and machine learning technology. It's similar to other machine learning methods but far more scalable, so a device carried by that cop on his shoulder can learn to recognize shapes and -- potentially faces -- as quickly and reliably as a much larger and more powerful computer. It works by mimicking the mammalian brain, rather than the way computers have worked traditionally.
Versace's research was funded, in part, by the Defense Advanced Research Projects Agency or DARPA under a program called SyNAPSE. In a 2010 paper for IEEE Spectrum, he describes the breakthrough. Basically, a tiny constellation of processors do the work of different parts of the brain -- which is sometimes called neuromorphic computation -- or "computation that can be divided up between hardware that processes like the body of a neuron and hardware that processes the way dendrites and axons do." Versace's research shows that AIs can learn in that environment using a lot less code. -
Some Of The Pentagon's Critical Infrastructure Still Runs Windows 95 And 98 (defenseone.com)

A Pentagon official now wants the bug bounty program of the top U.S. defense agency expanded to scan for vulnerabilities in its critical infrastructure.
DefenseOne raises the possibility of "building and electrical systems, HVAC equipment and other critical infrastructure laden with internet-connected sensors," with one military program manager saying "A lot of these systems are still Windows 95 or 98, and that's OK -- if they're not connected to the internet." Windows Report notes that though Microsoft no longer supports Windows XP, "the Defense Department is paying Microsoft to continue providing support for the legacy OS." -
ISIS Is Dropping Bombs With Drones In Iraq (popsci.com)
In addition to rifles, mortars, artillery and suicidal car bombs, ISIS has recently added commercial drones, converted into tiny bombs, into the mix of weapons it uses to fight in Iraq. In October, The New York Times reported that the Islamic State was using small consumer drones rigged with explosives to fight Kurdish forces in Iraq. Two Kurdish soldiers died dismantling a booby-trapped ISIS drone. Several months later and it appears the use of drones on the battlefield is becoming more prevalent. Popular Science reports: Previously, we've seen ISIS scratch-build drones, and as Iraqi Security Forces retook parts of Mosul, they discovered a vast infrastructure of workshops (complete with quality control) for building standardized munitions, weapons, and explosives. These drone bombers recently captured by Iraqi forces and shared with American advisors appear to be commercial, off-the-shelf models, adapted to carry grenade-sized payloads. "It's not as if it is a large, armed UAV [unmanned aerial vehicle] that is dropping munitions from the wings -- but literally, a very small quadcopter that drops a small munition in a somewhat imprecise manner," [Col. Brett] Sylvia, commander of an American military advising mission in Iraq, told Military Times. "They are very short-range, targeting those front-line troops from the Iraqis." Because the drones used are commercial models, it likely means that anti-drone weapons already on hand with the American advisors are sufficient to stop them. It's worth noting that the bomb-dropping drones are just a small part of how ISIS uses the cheap, unmanned flying machines. Other applications include scouts and explosive decoys, as well as one-use weapons. ISIS is also likely not the first group to figure out how to drop grenades from small drones; it's a growing field of research and development among many violent, nonstate actors and insurgent groups. Despite the relative novelty, it's also likely not the deadliest thing insurgents can do with drones. -
DHS's Ongoing Drone Boondoggle (defenseone.com)
schwit1 writes: Spoofing is far from the only problem facing Department of Homeland Security and the way it gets drones to the border. In addition to giving grants to law enforcement agencies to purchase UAVs, DHS also has many of its own. Last year, the department's own inspector general declared that DHS drone purchasing program, which had spent $360 million since 2005 — $62 million in 2013 alone — was largely a failure. DHS had taken delivery of 11 MQ-9 Reaper drones, unarmed but otherwise similar to the ones used by the military in Iraq and Afghanistan. DHS anticipated that the cost per flight hour would be $2,468, far lower than the actual $12,225. The agency was using accounting tricks to move the costs of pilots, equipment, and overhead off the books. Even the actual flights hours — 5,102 — were a fraction of the promised 23,296. -
US Navy Develops Robot Boat Swarm To Overwhelm Enemies
HughPickens.com writes "Jeremy Hsu reports that the U.S. Navy has been testing a large-scale swarm of autonomous boats designed to overwhelm enemies. In the test, a large ship that the Navy sometimes calls a high-value unit, HVU, is making its way down the river's thalweg, escorted by 13 small guard boats. Between them, they carry a variety of payloads, loud speakers and flashing lights, a .50-caliber machine gun and a microwave direct energy weapon or heat ray. Detecting the enemy vessel with radar and infrared sensors, they perform a series of maneuvers to encircle the craft, coming close enough to the boat to engage it and near enough to one another to seal off any potential escape or access to the ship they are guarding. They blast warnings via loudspeaker and flash their lights. The HVU is now free to safely move away.
Rear Adm. Matthew Klunder, chief of the Office of Naval Research, points out that a maneuver that required 40 people had just dropped down to just one. "Think about it as replicating the functions that a human boat pilot would do. We've taken that capability and extended it to multiple [unmanned surface vehicles] operating together within that, we've designed team behaviors," says Robert Brizzolara. The timing of the briefing happens to coincide with the 14-year anniversary of the bombing of the USS Cole off the coast of Yemen that killed 17 sailors. It's an anniversary that Klunder observes with a unique sense of responsibility. "If we had this capability there on that day. We could have saved that ship. I never want to see the USS Cole happen again." -
The Military Is About To Get New Augmented Reality Spy Glasses

Getting secret information to specific people, like the location of the nearest nuclear power plant, in a way that doesn't draw attention from outside is a classic spy problem. Another one is giving agents the ability to match names to faces in the real world, at blackjack tables and fancy soirees and other places spies frequent. The Defense Department is buying some new spy specs to give spooks in the field an intelligence edge over everybody else. The glasses, called simply the X6, are from San Francisco-based Osterhout Design Group. They look like the lovechild of Google Glass and the Oculus Rift, providing more information to the wearer than the small window on Google's much-maligned headset but not obstructing vision like the Oculus Rift. (Admittedly, for spy glasses, they lack a certain subtlety.) -
US Navy Wants Smart Robots With Morals, Ethics

While the idea of robots making their own ethical decisions smacks of SkyNet — the science-fiction artificial intelligence system featured prominently in the Terminator films — the Navy says that it envisions such systems having extensive use in first-response, search-and-rescue missions, or medical applications. One possible scenario: 'A robot medic responsible for helping wounded soldiers is ordered to transport urgently needed medication to a nearby field hospital. En route, it encounters a Marine with a fractured leg. Should the robot abort the mission to assist the injured? Will it? If the machine stops, a new set of questions arises. The robot assesses the soldier’s physical state and determines that unless it applies traction, internal bleeding in the soldier's thigh could prove fatal. However, applying traction will cause intense pain. Is the robot morally permitted to cause the soldier pain, even if it’s for the soldier’s well-being?'" -
Making a Case For Cyberwar Against Syria
Hugh Pickens DOT Com writes "Jason Healey writes at Defense One that if the Obama administration conducts military strikes against Syria, as now seems likely, it should use military cyber weapons at the earliest possible moment to show 'that cyber operations are not evil witchcraft but can be humanitarian.' Cyber capabilities could first disrupt Syrian air defenses directly or confuse military command and control, allowing air strikes to proceed unchallenged. A cyber strike might also disable dual-use Syrian critical infrastructure (such as electrical power) that aids the regime's military but with no long-term destruction as would be caused by traditional bombs. Last, it is possible the U.S. military has cyber capabilities to directly disrupt the operations of Syria's chemical troops. Healy writes that one cyberweapon that should not be used is covert cyber operations against Bashar Assad's finances. 'Both of his immediate predecessors declined such attacks and the world economy and financial sector are already in a perilous state.' Before the American-led strikes against Libya in 2011, the Obama administration debated whether to conduct a cyberoffensive to disrupt the Qaddafi government's air-defense system, but balked, fearing that it might set a precedent for other nations, in particular Russia or China, to carry out such offensives of their own. This time should be different in Healey's view. 'By sparing the lives of Syrian troops and nearby civilians, an opening cyber operation against Syria could demonstrate exactly how such capabilities can be compliant with international humanitarian law,' writes Healey. 'America should take this chance to demystify these weapons to show the world they, and the U.S. military in general, can be used on the battlefield in line with humanitarian principles.'"
