Already reality in Germany
This has been a reality in Germany since 2009 where it's called Handyporto (mobile postage).

Has been around for a while
In Germany Deutsche Post started this more than two years ago http://www.deutschepost.de/mlm.nf/dpag/images/flashapps/handyporto_bin/index.htm For reasons unknown until today I never recieved a letter with the so called "Handyporto". Maybe this is because they are charging text message porto customers 72% more per letter (0.95 € Handyporto VS 0.55 € regular stamps). But this is just a wild guess...

They were stalling the legislation, but they have no chance but to participate as they could not stop it.

Postal Service
The Postal Service in Germany offers a service called PostIdent. Customers and third parties can rely on this service. I am sure there is a post office in your neighborhood. Why is this service not available in the US?

Your competitors
The question of how to verify online identity has been bugging me for a while now, so eventually I just sat down and wrote a prototype for an Online ID Registry.

It's called "PostIdent". Direct banks use it to authenticate customers, for example. Here is more information about this service (in English).

Shortly after digital signatures became legally equivalent to regular signatures in Germany, Deutsche Post (the German postal service) offered digital authentication.
Maybe I misunderstand the Federal Register text, but I think the USPS doesn't intend to act as a CA itself, but to verify the identity of people for other CAs. The closest Deutsche Post equivalent to that would be PostIdent.

So, do you provide those documents when you apply for a credit card via mail?
In Germany, the post offers a service called postident - the mail carrier will only give you the letter if you show him your passport, and he'll send the passport number back to the sender of the letter.
The system is in place for years, afaik it's the only way to open accounts at internet only banks. No need for a magic SSN. -

To the contrary, monopolies are allowed in Germany, even if a company did not grow to that by itself. The Deutsche Telekom (telecommunications) and the Deutsche Post (postal service) are two examples of such companies. The latter even has its monopoly on delivering letters granted by the government (albeit for a limited time only).
Like in the U.S., abuse of a monopoly is not allowed in Germany.
