They're called phlebotomists. I found at least one state with one sec of googling that trains their regular police force do it, and I know of others that have full time phlebotomists.

Wrong (partially.) Only Refusing all breathalyzer tests triggers this, you can refuse roadside tests see http://www.dui.com/dui-library/related/under-the-influence without punishment.

Any officers care to comment what to do in this case? Say you come out of the club/bar, notice you're a bit buzzed and decide to rest it off a bit. Can you safely sit in the passenger side of your car and just put the keys in the glovebox or center console (or trunk)?

Here in Texas we don't need any fancy license-plate-scanning computers to notice our judges.
We just put "State Judge" on their license plates!It especially helps them find their ride after a few drinks.
Heck, they're even kind enough to return the favor

Similar to drug seizure laws
This is the same crap as the drug seizure laws. Everyone thought--great, take the houses, cars, property of the drug dealers. However, what's ended up happening is people are having their cars seized because a friend had a small amount of pot. Worse yet people are having large amounts of cash seized with the attitude that you must prove yourself innocent. It doesn't matter that no drugs were found or any evidence of drug dealing, just the fact that you're carrying a large amount of cash is considered a crime. And good luck getting it back!
Friends, our freedoms are being eroded away while we stand by. According to the Supreme Court, municipalities can grab your land under imminent domain to sell to Wal-Mart or someone building condos. Police can seize your cash for no reason other than you're carrying it and now they want the right to seize you computers on the claim that you might have illegally downloaded something. It's got to stop or this really will be a police state.

In most states, the legal definition of "driving" is being behind the wheel of the car.

Driving has two accepted components:
The operation of a vehicle and the controling a vehicle.
Operating a vehicle is what is common referred to is DRIVING or having the car MOVING. Seems simple enough, but it isn't.
Moving is not the only element in driving. Controling is the other element and this has to do with the keys (controling).
If you have the keys you have CONTROL.
Being in a college town, one that used to be the number one party school in the nation, with one of the highest DUI rates in the nation, and having several cops as friends, I've asked them this personally.
One of these cops looked at me, reached into his pocket, and pulled out a little card, with countless details and verbatim laws on it regarding DUI, and began quoting to me the section on "driving", and what definition they used.
This is not a valid excuse, and will not hold up in court. -
what you're all missing: the liquor industryHaving a discussion about drunk driving, and how to be effective in reducing the carnage from drunk driving, and never mentioning the liquor industry, is like having a discussion about malaria, and how to reduce the toll from malaria, and never mentioning the fly that spreads malaria.

Don't get me wrong: I love devices, I love discussion of devices, I love discussion of devices that would reduce drunk driving. I'll even sit still for discussion of whether certain devices overly impinge on individuals. But to have a discussion on drunk driving, and not even mention the major force against effective measures to drunk driving, well that's a discussion that's seriously missing the point.
