Explain what's wrong with this site
The question would be "What's wrong with this site? What isn't it displaying correctly?"
Which is why user-agents that self-identify as IE 6 would get a link "What's wrong with this page?" near the top to a page explaining the situation:

For the best viewing experience, please upgrade your web browser or ask your system administrator to do so.

Apply end6.org to your web site!
Go to www.end6.org, download the little Javascript app, and apply it to your web site. Then, the first time the user goes to that site, they see a nag screen telling them to update their web browser. If they start seeing them on every site, they'll begin to get a clue.. while those whose companies will NOT allow change can at least get work done (it's not THEIR fault!). I installed in on my site, www.dwheeler.com, though in my case I complain about obsolete IE7 too.

Firefox for users without a root password?
Why not detect if they're using IE and have a pop-up saying "Does this site look broken? Your browser does not properly support internet standards." and direct them to the appropriate explaination, list of browsers, etc.
I believe that's called End 6.
That gets the same message across without costing you any readership
Except that portion of who browses the web on computers that they do not own. If you're a limited user, you may not have the privilege to modify C:\Windows or C:\Program Files or to run any program not in those folders. Limited users at home might be everybody but the head of the household; limited users at work might be everybody but executives and the IT department; limited users at a public library might be patrons.

I wish we could somehow get rid of IE6 very quick.
Install End 6 on sites that you maintain, and the first time an IE 6 user visits your site, a pop-up will suggest Opera, Safari, Firefox, Flock, or IE 7.

Make your webpage target the standards in such a way that it looks stupid but still readable on IE, and put a button on every page for IE users that explains why the page looks like shit and where to get Firefox.
That's what End 6 is about, right?

This is why we take it in to our own hands
Amazingly, It's taken projects like End6 to try and drag people off of Internet Explorer 6 and older. For some reason, Microsoft just can't do it and those of us that are sick of fixing our aunt's computers after an compromised IE6 vulnerability killed it, have decided to do something about this. After of course upgrading said aunt to Firefox.

Really, it all starts with getting rid of the damned thing in the first place--End 6!

Because IE6 is completely rotten in block level construction and is hell to write front end code for. Check out End 6! for more info. Sure, IE6 works, but technically, Netscape 4 does as well...
