I think it's mostly because JPEG is good enough. JPEG2000, for example, also provides perfectly acceptable performance and quality, with significantly-reduced file sizes. But unlike JPEG, JPEG2000 decoders aren't already available everywhere.
It's the fax-machine effect, JPEG will be around forever because everything, and I mean everything, that creates, processes, manipulates, and displays images, speaks JPEG. If Jobs was still alive and decided that from now on iWhatever's were only going to do JPEG2000 (and it's not just for file size reasons, image quality is also vastly improved), you can bet that we'd have a surge in JPEG2000 adoption as soon as the first JPEG2000-only iWhatever was released.
(Personally I'd opt for JPEG-XR, which is more flexible than JPEG2000, addressing the 20-odd-years' worth of issues that have emerged since the original JPEG first saw widespread adoption, but since it was developed by Microsoft I'm nervous even mentioning it here. You never saw these lines, move along, move along...).

A question as well: Do you know if this Photoshop plugin (j2k) is a good implementation of jpeg2000? Maybe it's a stupid question, but I have no idea how strict the standard is, or if there are differences between implementations at all. -

To be fair, Photoshop's PNG support is really pretty awful. Heck, its 8-bit PNGs frequently come out larger than equivalent GIFs. Try using this plug-in to save PNGs instead: http://www.fnordware.com/superpng/. You'll find that it's much faster and they come out smaller. Still not as small a JPEG (in most cases), but...

The SuperPNG Photoshop plugin is free, and does a far better job than the built in PNG filter..and supports more features as well.

And speaking of PNG problems - what the hell is with Adobe's Photoshop?! How many years will it be before the thing uses some actual compression? Programs like pngout and pngcrush shouldn't even be needed.
Install superpng. It integrates nicely with photoshop. -

The PNG saving features are notoriously broken and incomplete, and create files larger than needed, especially in the 'save for web' part.
Try using the SuperPNG plugin instead, it's a drop-in replacement for Photoshops PNG save features and fixes many problems.
