Galileoscope
For a very low-price but useful entry-level telescope, try the Galileoscope. It is an achromatic refractor that has been designed as part of the International Year of Astronomy, and can be had for approximately US$ 50 (or order a box of 6 for US$30 apiece). It comes with an eyepiece that approximates Galileo Galilei's experience, but also with (IIRC) 2 modern eyepieces that are decent enough for the Moon, Jupiter, and Saturn's ring. Also, it uses a standard eyepiece adapter, so it can be further upgraded if required. Some assembly required - this is intended as a teaching opportunity
;-). It's cheap enough that it can just be passed on to another kid or a local school if a better instrument is obtained. -
Buy a Galileo Scope
You can buy a really cheap, and good quality "Galileo Scope" http://galileoscope.org/. It's a great starter / educational scope and the optics can be swapped out to see what Galileo saw and for more modern lenses.

Thats pretty good guide I'd just add that there are some quality budget scopes out there. Celestron firstscope ($100) and the Galileoscope($20 though this excludes the tripod)
That said if I were buying for a young astronomer I'd get them binoculars. Because a) there compact and generate little bedroom clutter and b) they can be used for Terrestrial observation

Galileoscope
You can give them a telescope. Both of them, for their own. For $20 (plus shipping) per telescope which is of course a plus, especially given that they might decide that stargazing is not their thing. Then again, they might get hooked.
Have a look at the Galileoscope site for an idea of what you'd get. Or maybe I should say have a look at the Google-cached version as the site seems to be unavailable right now.
I do not have one of these so I can only go by what the site says so read the small print before you order...

It has always been my personal belief that everyone should own a telescope so that they can look at the vastness and complexity of our universe in awe when they see it with their own eyes. You probably won't be able to replicate this photo, but I just got my Galileoscope, a simple backyard 50mm achromatic refractor which the International Astronomer's Union is selling for $12.95. It's not the greatest telescope in the world, but for an amateur stargazer, it's perfect... and it's thirteen dollars. Plus, the whole thing is non-profit. https://www.galileoscope.org/gs/
