Glonass
There is another navigation system called Glonass. It is controlled by Russia. In fact, many professional GPS receivers receive both GPS and Glonass signals.

Re:Russian System: Not too accurate
However, according to:

This system is (at best) 5700 times less accurate than the proposed Europen system... -
Russian System
The US vs Europe debate fails to notice that there exists an
operational alternative to the US GPS system. Russia has had a
working system for years. There are shipping chipsets that do both
GPS and GLONASS.

Europe should just slip the Russians a few Euro to keep it running
and get a contractual agreement on levels of service. -
Re:GLONASS may be total BS
I wouldn't count on GLONASS:

Note that the formatting is a little off, but you can get the idea. After launching around 100 GLONASS SVs, there are 10 operational today, with a max of 14 if they all stay lit at once for a while.
Additionally, the history of the project is interesting:

I wonder how much the EU has learned from the US and the USSR/Russia so they can create such a perfect system as Galileo? -
GLONASS
All of you forget about quite nicely working Russian GPS system. http://www.glonass-center.ru/ With all these shiny new Topol M ballistic missiles, I suppose GW Bush would think twice before attacking russian satelites. I've used a GLONASS receiver. Quite cheap russian stuff, made by Electronica. Quite precise, quite good.

Re:competitive??
Well, it seems you don't know much about the market then. Otherwise you would know that there are two players in it.
GPS (first launch in 1978) and GLONASS (first launch in 1982). Both still operational (although GPS is the better system now due to lack of money for GLONASS)
Here is a comparison -
Re:GLONASS Dead?http://www.glonass-center.ru/nagu.txt is the current status (in English).
There is enough Glonass still functioning that given a little luck one can still get a time sync and position about 50% of the time.

And yes... google is my friend.
