One Year After Data Breach, Equifax Goes Unpunished (boingboing.net)
"It's been a year since Equifax doxed the nation of America through carelessness, deception and greed, lying about it and stalling while the problem got worse and worse," writes Cory Doctorow. Equifax's new CSO says they've spent over $200 million on security upgrades, in work being overseen by auditor from eight different states. An anonymous reader quotes Doctorow's response: This all sounds very good and all, but it's still monumentally unfair. The penalty for Equifax's recklessness should have been the corporate death penalty: charter revoked, company shut down, assets sold to competitors... The fact that Equifax's investors and execs kept all the money they made by risking all America with shoddy security, and that no one went to jail for a monumental act of corporate recklessness, is a moral hazard, virtually guaranteeing that Equifax's competitors will not take the care they owe to the people on whom they have amassed nonconsensual, potentially life-destroying dossiers.
Equifax's CEO and several top officials did leave the company, notes Government Technology -- but that's about it. Thus far, no financial punishment has been imposed on Equifax itself. Despite contentious hearings, no Congressional action has been taken. A few months later, the Consumer Financial Protection Bureau tabled action against the company. And while the Federal Trade Commission said it opened an investigation into the Equifax breach in September, the agency has since named as chief of its consumer protection division a lawyer who has represented Equifax. This past week, Equifax asked a federal judge to reject the claims from 46 banks and credit unions for payment of damages because of the massive data breach. The companies claimed that Equifax owes them for all the costs they incurred protecting data after the breach was revealed, costs that could easily run into many millions of dollars....
Equifax had revenue of $876.9 million during the second quarter of 2018, up 2 percent from the same quarter of last year, officials said. -
Google Maps API Becomes 'More Difficult and Expensive' (govtech.com)
Government Technology reports: On July 16, Google Maps is going to make it more difficult and expensive to use its API, which could make custom maps that rely on the service less sustainable or even unfeasible for the people who made them... First, Google Maps is requiring all projects to have an official API key in order to work. If a user doesn't have a key, the quality of the map will likely be reduced, or it could simply stop working. Second, API keys will only work if they are attached to somebody's credit card. Google will charge that card if users exceed a certain number of API requests, which is different for different services. Google will provide users a free $200 credit toward those costs each month...
There are a couple places where the changes might have more of an impact. One is in the civic hacking space, where people often work with government data to create niche projects that aim for low costs, or are free so that as many people as possible can use them... "I think that's what scares people a little bit, it certainly scares me, this thought of having this API out there and not knowing how many people are going to use it," said Derek Eder, founder of the civic tech company DataMade. "I don't want to suddenly get a bill for $1,000."

Slashdot reader Jiri_Komarek also points out that Google's move was good news for its competitor, MapTiler. "Since Google announced the pricing change the number of our users increased by 200%," said Petr Pridal, head of the MapTiler team. "We expect more people to come as they get their first bill from Google." -
Illinois Tests A Blockchain-Based Birth Registry/ID System (illinoisblockchain.tech)
An anonymous reader quotes Government Technology: The state of Illinois, which has six blockchain pilots underway, will partner with Utah-based Evernym for a birth registry pilot meant to individualize and secure identities... The endeavor, one of six distinct blockchain explorations Illinois began last summer with a working group, is expected to utilize the Sovrin Foundation's publicly available distributed identity ledger and expand upon accomplishments of the W3C Verifiable Claims Task Force, the state said... Recognizing that identity -- and, now, digital identity -- begin at birth, the state will explore using these technologies to create "a secure 'self-sovereign' identity for Illinois citizens during the birth registration process," it said in the announcement.
More from the Illinois Blockchain Initiative site: Self-sovereign identity refers to a digital identity that remains entirely under the individual's control. A self-sovereign identity can be efficiently and securely validated by entities who require it, free from reliance on a centralized repository. Jennifer O'Rourke, Blockchain Business Liaison for the Illinois Blockchain Initiative commented, "To structurally address the many issues surrounding digital identity, we felt it was important to develop a framework that examines identity from its inception at child birth... Identity is not only foundational to nearly every government service, but is the basis for trust and legitimacy in the public sector."
In the proposed framework, government agencies will verify birth registration information and then cryptographically sign identity attributes such as legal name, date of birth, sex or blood type, creating what are called "verifiable claims" or attributes. Permission to view or share each of these government-verified claims is stored on the tamper-proof distributed ledger protocol in the form of a decentralized identifier... This minimizes the need for entities to establish, maintain and rely upon their own proprietary databases of identity information.
Evernym's "Chief Trust Officer" sees the program as "a major contribution to the larger effort of solving the online identity problem." -

A computer monitor that might have some top-secret images left on it? Crushed and ground into recyclable glass. Laser sights for weapons? Torn into tiny shards of metal. "We make things go away," says Arleen Chafitz, owner and CEO of e-End Secure Data Sanitization and Electronics Recycling, a company with sixteen employees that destroys hard drives, computers, monitors, phones and other sensitive equipment that governments and corporations don't want in the wrong hands. Chafitz say the information technology departments at typical companies might not have the proper tools or training to adequately dispose of data. IT departments focus on fixing and restoring data, they say, while data-wiping companies focus on just the opposite." -

IBM Plays SimCity With Portland, Oregon
Hugh Pickens writes "Portland, Oregon will be the first city to use IBM's new software called Systems Dynamics for Smarter Cities, containing 3,000 equations which collectively seek to model cities' emergent behavior and help them figure out how policy can affect the lives of their citizens. The program seeks to quantify the cause-and-effect relationships between seemingly uncorrelated urban phenomena. 'What's the connection, for example, between ... obesity rates and carbon emissions?' writes Greg Lindsay. 'To find out, simply round up experts to hash out the linkages, translate them into algorithms, and upload enough historical data to populate the model. Then turn the knobs to see what happens when you nudge the city in one direction.' One of the drivers of the 'Portland Plan' is the city's commitment to a 40 percent decrease in carbon emissions by 2030, which necessitates less driving and more walking and biking. After running the model, planners discovered a positive feedback loop: More walking and biking would lead to lower obesity rates for Portlanders. In turn, a fitter population would find walking and biking a more attractive option. But as the field of urban systems gathers steam, it's important to remember that IBM and its fellow technology companies aren't the first to offer a quantitative toolkit to cities. In the 1970s, RAND built models they thought could predict fire patterns in New York, and then used them to justify closing fire stations in NYC's poorest sections in the name of efficiency, a decision that would ultimately displace 600,000 people as their neighborhoods burned." -
Tracking Bracelets for Autistic Kids and Senior Citizens
The Rocky River Police Department in Cuyahoga County, Ohio has started a pilot program to help find missing autistic children and senior citizens with tracking bracelets. For a monthly fee citizens can get a bracelet from the police department, who can then pinpoint the location of their loved one or object of obsession. From the article: "If someone wearing the bracelet goes missing, a family member or caregiver still must alert the Rocky River Police Department. The person reporting the incident or the police department then will contact EMFinders and give the bracelet serial number worn by the missing person, [police chief] Stillman said. While the police department follows its usual protocol for a missing person, EMFinders will send out a signal to the bracelet. In turn, the bracelet sends a signal to the 911 operator through the Cuyahoga Emergency Communications System (CECOMS)." -

From the article, 'Corrections departments are responsible for so many burdensome tasks that many of their everyday functions, like administering prescription drugs to inmates, are afterthoughts for the public. However, dispensing medication was so laborious and wasteful for the San Bernardino County (Calif.) Sheriff-Coroner Department that officials sought a way to streamline the process. The end product was essentially a vending machine that links to correctional facility databases and dispenses prescription medications.'"
