Misleading article
The problem is that the 20 people are not the people being linked to by the link. Those are senators. Yes, getting them to be opposed to broadcast flags is a good idea. But there's not point in flaming them, yet. (Even Trent Lott...)

Snail Mail Response from my rep, Dave ReichertI sent in a physical letter to my congressman when the broadcast flag first came up that I know of. I got a letter back from him in the last week, that I honestly have no idea what his opinion is.
One of the most interesting things is that I assumed that physical mail would have more weight than electronic mail. The "broadcast flag" is a combination of technical specifications and federal regulations designed to combat unauthorized redistribution of programming broadcast through digital television (DTV) signals. The goal of the flag was not to impede a consumer's ability to copy or use content lawfully in the home. Unfortunately, current technological limitations have the potential to hinder some activities which might normally be considered "fair use" under existing copyright law. Consumer rights and civil liberties groups worry about the possibility that content protections, such as broadcast flag, will limit the free flow of information and hinder First Amendment rights.
In October 2004, the American Library Association petitioned the U.S. Court of Appeals for the District of Columbia Circuit to review the FCC's broadcast flag. The court of appeals reversed the FCC's broadcast flag system because the FCC only has authority to regulate communications, not devices that receive communications. At this time, there has been no legislation introduced in the House to reverse the court's ruling of American Library Association v. Federal Communications Commission.. Should legislation dealing with the issue of broadcast flags come before the full U.S. House of Representatives, I will be sure to give it thorough consideration.

The "There are 20 law makers currently supporting the bill" link in the summary is incorrect. The twenty Senators listed on that site are the ones in the Commerce Commitee who will be voting on the Senate version of the DTV bill, and may or may not support the broadcast flag.
This article, however, was about a new push to get the Brodcast flag added to the DTV bill in the House Committee on Energy and Commerce , in particular in the Telecommunications and the Internet Subcommittee . The way that legislation works now-a-days is that there is rarely an opportunity to get a bill ammended when it goes before congress. All the formulation and ammending of bills happens in committee, and then the house and senate usually just give it an up or down vote without any modifications (but after a great deal of grand-standing). So these are the people who have the most influence on the final wording of the House version of the DTV bill. If you have representatives from your state in this committee you should definiately write them. Even if you don't it won't hurt to pick someone from the subcommittee and write them anyway.
The representatives listed by Mad Rain, above, is the correct list of supporting representatives - 20 of the 57 members of the House Commerce Committee. If they are in you district, they are the people you should writing letters of disgust, and let them know you will be voting against them in the next election.
In addition if your Senator is on the Senate Commerce Committee and you haven't written them yet on the broadcast flag, then you should, as they will be dealing with this issue as well.
Lastly if your senators and representatives are not on any of these committees you should write them anyway in case the bill makes it out of committee. Since we dont know an exact number for this bill yet, it helps if you know in what capacity they will be working with the bill, to help them identify what bill you are talking about. And you can also contact your Congressperson and tell them that if the bill should come to the house floor that you object to it (and why), and would like to see them vote against it and support their constituants instead of the MPAA. You know -- to do their job.

Also, Upton, R-MI, is also known to be strongly in favor of the flag. On the other hand, Upton is only a subcommittee chair, while Barton, R-TX, is the chair of the entire Energy and Commerce Committee. According to the EFF post linked in the OP, Barton may be willing to trade the broadcast flag for certain concessions from the ??AA (why Barton feels he has to bargain with the ??AA is beyond me - the entertainment industry is not the end-all, be-all of campaign finance).
Note that the people who signed the letter are lost causes. It's still important to deluge them with phone calls, but don't expect them to change their minds. The only true recourse is to vote against them next year. What's more important is the opinions of the other members of the Energy and Commerce Committee; they couldn't be convinced to sign the letter right away, and that must mean they're either opposed or on the fence. -

IANAL, but the point is that the Federal Governmnet is excluded by default.
States (as well as the Federal Government and foreign countries) are soverign entities. As such, they are not legal persons in the ordinary sense of the word (unlike corporations, for example), and are not by default subject to most laws. Thus the ordinary reading of the word "whoever" will include all private entities, but exclude the States, as well as the Federal Government.
The main point is that you can't usually sue a state in Federal Court without its consent (this is known as "sovereign immunity" and codified in the 11th Amendment). Congress can abrogate this immunity in specific cases with exlicit language in the laws, and in this case they chose to do so: by redefining "whoever" to include the States. For an even more explicit version of this see what they did for Copyrights, at 17 USC 511.

Actually, the US Federal Government is immune to claims of patent infringement. As specified in 35 USC Ch. 28 Sec. 271:
(h) As used in this section, the term "whoever" includes any State, any instrumentality of a State, and any officer or employee of a State or instrumentality of a State acting in his official capacity. Any State, and any such instrumentality, officer, or employee, shall be subject to the provisions of this title in the same manner and to the same extent as any nongovernmental entity.

Opening an office != Hiring a lobbyist
The article title is misleading. Google has had lobbyists on tap in Washington for quite awhile. Google is is also a member of trade groups (e.g. - NetCoalition) which do a substantial amount of lobbying on behalf of the search/tech/ad/etc industries. They're opening an actual government relations office now - a big step up from hiring a few lobbyists who split their time with other clients.

Actually why do we have so many damn laws?
We didn't, at least, we used to not. At one time, our whole legal system was just a few pages long. But our government decided that it wasn't enough, and so we've ended up with the billions of pages of legal code we have today.
In a utopian world, I would agree with you. Unfortunately, there are just too many people who look for too many loopholes trying to screw other people over. And even that doesn't take into account the many gray areas. For example, I think that all copyrights are bad because they protect a small minority at the expense of putting artificial limits on the creativity and innovation of the vast majority. Some think they're good because it allows people to have financial incentive to be creative and innovative. Who's right? It's hard to say, but unfortunately, those aforementioned pages have sided with the latter folks.
You also neglect the fact that qualified judges are easily corrupted with that much power, and justified decisions will always be viewed as unfair by someone.
I agree that many laws are unneeded, and some are downright harmful to the public good, and like everyone else, I wish someone would come along and restore some sanity. But that doesn't imply that we need to almost completely do away with the legal system.
God had the right idea when he gave Moses ten laws, provide us the bible as a sort of guideline to acheiving those laws. Not kidding.
That's actually a good analogy, because even today, we still have Muslims and Christians, who worship the same God of Moses, trying to wipe each other—and other groups along with them—out because they just can't agree on which rules are okay to ignore out of convenience and which makes someone an infidel or heretic.
So we've ended up with large organized religions to break it all down for us into rules such as you can't use contraception, women have to wear burquas, you can't eat pork, etc.
According to your philosophy, we need to do away with religion altogether, and indeed some people believe that. I don't, but as with the legal system, I wish that someone could come along and restore some sanity.

Yes, but the MTA (much like pretty much every other transit system in the U.S.) receives money from the Federal Government, and that means that the transit system has to abide by Federal guidelines (environmental rules, overhead caps, subcontractors must be paid in 30 days, AA goals, etc).
For example, the 2nd Avenue subway and East Side Access projects are both part of the recent Federal transportation bill. I'm pretty sure that MTA also gets some funding for maintenance and R&D, but I can't find a link right now.

I'm not sure when this all started (maybe all the social programs after the great depression?), but the entitlement attitude of todays society is going to be the downfall of this country.
ooh, I missed this. Anyway, though FDR did a lot that has been built on since, the ball was rolling before he inflated it. Some credit the start to the 14th Admendment and others put it elsewhere. When Lincoln started collecting an income tax of 3% or 5% people were upset, and they only went along with it because the Civil War had to be paid somehow, however compliance wasn't high.

USA Constitution and what the government can do

I'd like to see more of MY tax dollars go into medical research and less into military spending.

if we had spent HALF of the money we have over the last century on military, and put it into medical research, we just might have been able to increase the life expectancy of our people by 5 years (aiding the illimination of cancers would do this, without question), increased the general health of the populace considerably, and recieve the added financial benefits of being the world leaders in the medical field
And if taxes weren't high to pay for all this by the feds then the private and commercial sectors would have more money to spend on research. And job creation.
So I seriously don't know how you can get off on a constitutional arguement against scientific research.
And how can you get off on saying the constitution allows tax spending for scientific research? Though I've looked, read, and reread other than where the constitution allows congress to grant copyrights and patents I see nowhere where it deligates this power. Maybe I missed it so can you point out where it says otherwise? Maybe it's in Article 1 Section 8 - Powers of Congress but I don't see it.
Consider that Benjemin Franklin was one of our founding fathers and one of the drafters of the consitution. He strongly supported the idea of government funded research.
And I wonder what Thomas Jefferson, James Jay, and James Madison who all loved small government would say to you? Though a bit later I know what Col. David Crockett would of said, "Not Yours To Give". Heck, I'd like to see NASA privatized as well. What many don't realize is that the USA Constitution is a limit on what government can do, the 10th Admendment even spells it out:

A number of presidents have vetoed relief/aid bills in the past. I used to have a number of them collected in my quotations list, but I lost that when I reformatted my machine and the backup failed. I believe one was Teddy Roosevelt, concerning a draught in Texas - but that's purely from memory so I may be wrong. Personally I like Col. David Crockett's "Not Yours To Give" speech on the floor of the House.

Which part is that? As far as I can tell, the Constitution never says anything about the Judicial Branch doing any interpreting. It is completely implicit. In fact, I think the whole idea of needing to "interpret" something in this sense (that is, searching for implicit meanings within a text) is a sort of post-modern thing that the framers of the Constitution wouldn't have given as much thought as academics do now.
