They've got their motives right
I think it's the right motive. They will still have to store the data, it will just be the same address everywhere. They were the first ones to drop documentation about their customers to avoid handing it out because of IPRED. In fact they started integrity classed ISPs (in Swedish), when IPRED came. They've said they would gladly help investigations of serious crimes. What they don't want to do is mass surveillance against their own customers, and handing out that sensitive information for offences so minor they will only deal fines.

Wow, they're not lagging behind at all!
http://www.integrity.st/ -- In Swedish, but what it is is a coalition of ISPs pretty much saying "We won't keep logs for longer than is necessary for our daily operations, and we won't go to more lengths than required by Swedish Law to keep and survey logs and traffic."
This PirateISP is, as is a curious trend among many "pirates", a commercial move -- nothing else. If you want your integrity protected, many of the major ISPs in Sweden will gladly boast that they're part of iNTeGriTY.

Eight ISPs and counting(?)
Actually, eight different ISPs have vowed not to keep these records, instead promising to respect the integrity of their users. They've set up a small organization for this purpose at integrity.st [in swedish]. Tele2 is by far the largest ISP to join so far, though.

Actually there are a few more than two.
here you can see a few other ISP's that erases logs.
This behaviour is not a circumvention of the IPPRED law but an enforcement of law of electronic communication that states that customerinformation that is not needed for daily operations must be erased as soon as possible.
This law in itself nullifies the IPRED law. -
And they're awesome in other ways too
This is the same ISP that started a campaign for privacy certification of ISPs and that's fought tooth and nail against Lex Orwell - from general advertising/campaigning to releasing a public awareness-raising (open source) Firefox plugin to stating that they will flat-out refuse to comply with any official wiretapping request. (Swedish-only links I'm afraid)
They might actually need their bunker, with the way this country is going...
