They also no longer require residency (even though it was really just paperwork before for the claim), clarified last December. Cheap and easy, with quick and friendly response to questions.
I have a 3-letter ".is" domain. Oh, and jrax.is seems to be free.... -

Iceland, IMMI, ISNIC and .is ccTLD
The
.is ccTLD has consistently rated as one of the best run ccTLDs out there. In this piece of news item on the ISNIC web site:https://www.isnic.is/en/news/view?id=203
That basically says that they will take down domains only if one of three conditions is met:
1. Non payment of registration fees
2. If the whois records and registration information is incorrect (the are very strict about the technical setup of domains in whois and dns)
3. If the cops show up with a court order (has never happened in 25 years of the ccTLD
Also, let's not forget this:The Icelanders are going to make their country a safe haven for freedom of expression and the press, so the legal framework will be there for this tld to be the safest in the foreseeable future.

Re:And Internet traffic...Yes, the traffic really did drop that much (I live in Iceland). It was very noticable on publicly accessible usage graphs for the largest peering point in Iceland. This graph from the Reykjavík Internet Exchange is very telling.
However, the Register article was slightly misleading in implying that the traffic reduction was directly caused by the raid - it was more likely caused by the media coverage of the raid.
Basically, Joe Sixpacks all over the country read about the raids in their morning papers, paniced and turned off all their P2P apps. This includes the managers of the other DC++ hubs.
Traffic still hasn't returned to "normal".

Domestic bandwidth usage stats
This is pretty funny, as stated in the news report domestic bandwidth for the entire country dropped about 40%. This can be seen as clear as day from the usage stats for RIX (Reykjavik Internet Exchange) a centralized point for traffic between Icelandic ISPs. Check out the second and third from top here
