What Happens When Police License Plate Readers Make Mistakes? (theverge.com)
An anonymous reader writes: The Verge reports that San Francisco Bay Area police "pulled over a California privacy advocate and held him at gunpoint after a database error caused a license plate reader to flag a car as stolen, a lawsuit alleges." Brian Hofer, the chairman of Oakland's Privacy Advisory Commission, was handcuffed and surrounded by multiple police cars, and says a police deputy injured his brother by throwing him to the ground. They were finally released -- 40 minutes later. But ironically, Hofer has been a staunch critic of license plate readers, "which he points out have led to wrongful detentions, invasions of privacy and potentially costly lawsuits." (California bus driver Denise Green was detained at gunpoint when her own car was incorrectly identified as stolen -- leading to a lawsuit which she eventually settled for nearly $500,000.) And at least one thief simply swapped license plates with an innocent driver.
The executive director of Northern California Regional Intelligence Center, a state government program, acknowledged that the accuracy rate of the license plate readers is about 90 percent, yet "added that in some cases, the technology has actually exonerated people, or given potential suspects alibis. But there is no way for the public to know just how effective the license plate reader technology is in capturing criminals" -- apparently because police departments aren't capturing that data. Only one of the region's police departments, in Piedmont, California, reported its "efficacy metrics" to the agency -- with 7,500 "hits" which over 11 months led to 28 arrests (and the recovery of 39 cars) after reading 21.3 million license plates. The license plate readers cost $20,000 per patrol car.
In Hofer's case, he was driving a rental car which had previously been reported as stolen but then later recovered -- though for some reason the police or rental car agency failed to update their database. But he criticizes the fact that "somebody could pull a gun on your because of an alert that a computer system gave them."
"They're just pulling guns and going cowboy on us," Hofer says. "It's a pretty terrifying position to be in....
"This is happening more frequently than it should be. They're not ensuring the accuracy of their data and people's lives are literally at risk." -
Uber Glitch Stops Payments To Drivers, Prices Surge (sandiegoreader.com)
Uber is still trying to fix a glitch that's been stopping its drivers from collecting the money they've earned for several days. An anonymous reader writes: One Uber driver says the problem's lasted over a week, and he's owed more than $1,300. "They've been continually telling us that it would be corrected within 24 hours," he told a Bay Area news station. "We still can't access the money.... We're in a situation where for a lot of us we have bills every day, we pay tolls every day, we pay gas every single day."
Now the San Diego Reader reports the issue "is forcing San Diego drivers off the road," with the shortage of drivers triggering surge pricing throughout the entire region as much as triple the usual rate. Surge pricing is also hitting riders in Dallas, according to another Uber driver's tweet, who complains "It's a shame that a $48 billion 'tech' company can't get it together.
In a statement promising they'd still pay all their drivers, Uber acknowledged their payment system was still broken, "and we sincerely regret any inconvenience."
"The glitch in the payment system also means that trip and safety issues are unable to be reported, either by the passenger, or the driver," notes the San Diego Reader, adding that the city's Uber's drivers "continue to decline to work, either staying off the road of switching to another ride-sharing service." -
NRC Analyst Calls To Close Diablo Canyon, CA's Last Remaining Nuclear Plant
An anonymous reader writes Michael Peck, who for five years was Diablo Canyon's lead on-site inspector, says in a 42-page, confidential report that the Nuclear Regulatory Commission is not applying the safety rules it set out for the plant's operation. The document, which was obtained and verified by The Associated Press, does not say the plant itself is unsafe. Instead, according to Peck's analysis, no one knows whether the facility's key equipment can withstand strong shaking from those faults — the potential for which was realized decades after the facility was built. Continuing to run the reactors, Peck writes, "challenges the presumption of nuclear safety." -

While they only take 3 — 4 people to tip, this could just be kids simply having "fun" at the very expensive cost of car owners. Alternatively it could be part of a larger movement in San Francisco against anyone associated with HiTech, which is largely being blamed for neighborhood gentrification and rent spikes in recent years." This sounds like a story that would catch the ears of veteran reporter Roland Hedley. -
Boeing 777 Crashes At San Francisco Airport
Asiana Flight 214 from Seoul crashed while landing at San Francisco Airport today. Early reports suggest the plane was unstable as it touched down, which led to the tail of the plane breaking off. There are no official casualty reports yet, but passengers were seen walking off the plane. Preliminary estimates say one or two dead and 75 being transported to area hospitals. (Others are reporting two dead and several dozen injured.) Eyewitness report: "You heard a pop and you immediately saw a large, brief fireball that came out from underneath the aircraft," Anthony Castorani said on CNN. "At that moment, you could see that that aircraft was again starting to lift and it began to cartwheel [Ed: he likely means spinning horizontally, like a top]. The wing broke off on the left hand side. You could see the tail immediately fly off of the aircraft. As the aircraft cartwheeled, it then landed down and the other wing had broken." The media has estimated about 290 people were on board the plane. The top of the cabin was aflame at one point, but it's not known yet whether that affected the passengers. "Federal sources told NBC News that there was no indication of terrorism." Some images from the news make it look like the plane may have tried to touch down too early, hitting the seawall just before the runway. -
Hans Reiser Sued By Own Kids For $15 Million
New submitter haruchai writes "The Reiser kids, now aged 12 and 11, have had a lawsuit filed against the former Linux developer, inventor of ReiserFS and convicted murderer of the mother of his children, to the tune of $15 million. It's believed he may have hidden assets and a judgment is sought so a search for these can be conducted." A judge denied requests that the kids testify or return to the U.S. for their own well-being. -
UC Berkeley Asking Incoming Students For DNA
peterofoz writes "The students will be asked to voluntarily submit a DNA sample. The cotton swabs will come with two bar code labels. One label will be put on the DNA sample and the other is kept for the students' own records. The confidential process is being overseen by Jasper Rine, a campus professor of Genetics and Development Biology, who says the test results will help students make decisions about their diet and lifestyle." No word in the story on just what "confidential" means — who will have access to the results, how long they'll be kept, or what else they might someday be used for. Will the notoriously liberal Berkeley campus see this as a service or an invasion of privacy? -

A jury in San Francisco found Terry Childs guilty of one felony count of computer tampering. The trial lasted four months. Childs now faces a maximum sentence of five years in prison. -
Software to Buffer and Delay Audio Playback?
NaDrew asks: "Fox has seen fit to use two of its worst broadcasters (Joe Buck and the horrid Tim McCarver) for the upcoming World Series. I'd love to just turn down the TV and listen to the Giants' regular broadcast team (Duane Kuiper, Mike Krukow, Jon Miller) on my local Giants affiliate radio station, but as a DirecTV user this doesn't work. Why? Think about it: The radio signal traverses the 20-odd miles from Sutro Tower to my home in Palo Alto in a fraction of a second, but the video signal goes from KTVU's broadcast center in Oakland via satellite to DirecTV's operations center in Boulder, then via satellite again to my home--22,500 miles x 4 bounces equals almost 100,000 miles. Coupled with the MPEG processing done at DirecTV's operations center, this adds up to a delay of about six seconds. What I would like to do is buffer the audio from my radio for the appropriate amount of time and then play it back in sync with the video. Ideally I'd like a software solution that will run under Win32. A Google search yielded some specialized hardware solutions but nothing for my purpose. Ideas, pointers, even 'you idiot it's right here' flames are welcome. Thanks!"
