Fiction Notes
I use a wiki for notes on stories I am writing - not so much for storyboarding, but certainly for keeping character notes, locations, artifacts, etc. This is particularly useful for epic fiction where you have a lot of character names to keep straight.
I use Kwiki and create a new instance for each substantial piece. -
I've found Kwiki is very easy to use
The Kwiki implementation is done in Perl, easy to install, and quite satisfactory. What is cool is that it has a wonderful plug-in framework, with lots of extensibility options.
Brian Ingerson, the author, also has a very clever idea to handle Wiki Spammers (who try to increase page rank) -- Kwiki pushes all links through google. -

my first suggestion would be to setup the project page on a wiki, may I suggest Kwiki?
I have found that wikis make putting your ideas down easier, and allowing group collaboration to work seemlessly. They especially work well as you are just working out details and ideas.

'Kwiki' is a CMS so easy, even your mother can...
I should know, I did exactly what you are proposing for my mother last mother's day. She wanted a website where she could share her quilting and craft projects with family and friends...
So I setup QuiltZilla for her. I took me five minutes to get it up and running, and it only took her 10 days and a digital camera to get the first 200 pages of content in the system.
But don't take my word for it, check it out for yourself.
Kwiki is a simple wiki based content management system, that even my mother can use, and it only takes minutes to set up.
