A quick and dirty one with a reason
I fired Shapeshifter (theme util) http://www.unsanity.com/ , got more than perfect windows XP theme by Max Rudenberg http://www.maxthemes.com/themes/?theme=Mac%20OS%2
0 XP (free) and fake leopard about box http://www.versiontracker.com/dyn/moreinfo/macosx/ 30318 (free)
That was a perfect plan including opening a archive.org page with Apple advertising G4 as some supercomputer. (They now say Mactel is 4x faster)
Here is the result which I am not very proud of:

I am not a graphics artist of course and my toolset is limited. That is not an excuse. You know why I gave up and didn't work on menu extras and add the trollish (4x faster) to about box? I could NOT STAND TO XP! Yes, I was surprised that as a guy who used PC until 2003, I get psychologically effected by a theme!
If Apple has more consumers like me, they can switch to anything, any CPU and still win. Note I am one of rare people out there which never had virus infection, worm infection, spyware infection in my life. -
They need help with the window decorations...
BOY do they need help.
I wonder if Max Rudberg would be willing to help them fine-tune them. -

You can theme OS X:

Re:Enough already!
Skin it, then. (here is one to make it look like XP)
I personally prefer Aqua to Luna (although I've seen some [non-Microsoft] XP themes that I like even better), but what really surprised me when I got a Mac (to try it out - I'd used Windows and Linux but not Mac), was the ease of accomplishing tasks with it. Technologies like Applescript, Expose, an extra modifier key (Command/Apple key), ubiquitous drag-and-drop, etc. are what makes it better, not the eye candy. I'd still like it even if it looked like TWM. -
Re:Well, some people worked pretty hard ...
You're completely right:
I use Unsanity Software's Shapeshifter theme changer.
Can you guess what my two favourite themes are? "Aqua Extreme" and "Smooth Stripes." They're basically just Aqua with slight tweaks, such as removing the pinstripes, adding sunken buttons instead of raised buttons, and getting rid of the streaks in brushed metal, etc.
I've found that every single theme I've tried that strays too far from Aqua ends up being a total disaster. -

Re:Pity about the os9 GUI
There are plenty of retro themes out there. I've personally found Max Rudbergs's themes to be some of my favorites. Check out his Rhapsodized and Classic Platinum skins at his site.
MacThemes.net is a good site w/ both theme reviews, news, and links to theming software.
