Yes, this is true. I am a customer of Kabel Deutschland, and in the past, they've already admitted to doing it, but have now taken back that statement. However, there is clear evidence when using traffic monitoring that this is actually taking place. More facts and assumptions have been published here (heise and onlinekosten.de, both of them in German, sorry) and it seems like they copied Antipiratbyrån, paying an admin and probably one of the busiest servers themselves. Police seems to regard this as an possible criminal act and searched not only the office but also private rooms of an high ranking member of said GVU.

i was as surprised as you are. guess with the power consumption issues of a protable device removed it is easier to fit in some cheap microcontroller powerfull enough to do vorbis without expensive optimizations to the code.
last downside left is that navigation seems to be limited to selecting between 5+1 subfolders, thanks to the UI being a leftover from cd changers, instead of supporting real tree navigation. but i guess these issues will more likely go away than a lack of vorbis support would, so it's absolutely a step into the right direction.
and when the first device on the market is supporting a certain feature (in this case ogg vorbis) then the "copycats" won't dare to offer less, so this could be an important step for mainstream vorbis ability. -

Also here in Germany. GEMA (the German pendant to the soviet american RIAA) tries to strongarm ISP's into blocking access to donkey and torrent sites.

they own all the lines in Germany that if someone want to offer flatrate they would have to pay telecom the fee for using that line
true. many companies who offered a flatrate went bankrupt in the last months (sometimes they were even cheaper than T themself, i wonder what calculator they used).
i dont know how well you speak german (or read for that matter), but www.onlinekosten.de has a huge list of all ISPs in germany (direct link), including flatrate info, pricing, availability etc.
