Register a complaint with your phone service provider. They should be able to track the number (even if they say they can't), and might be willing and able to take action if enough people gripe about it under 47 United States Code 227.

Oregon's Anti-Telemarketer LawHere is one ray of sunshine though. In the state of Oregon you sign up on the No Call List and
"A telemarketer who unlawfully calls a telephone number on the 'No Call' List violates Oregon's Unlawful Trade Practices Act (ORS 646.605 - 646.656), and is subject to civil penalties of up to $25,000 per violation."
After signing up, the number of unsolicited phone calls I get has dropped to zero.

I've found a method that's a bit more effective. Tell them, "please remove me from your list" before they can stammer out their opening stanza. They're legally obligated to cut you from the list, and they can't make more money off your number by selling it. (at least I hope that's the way it works).
No, the correct thing to say is, "Please ADD me to your Do Not Call list." Removing you from one list doesn't mean you won't appear on another list, but if you're on the Do Not Call list, you should not get another call from the SAME COMPANY. Note that the person calling probably doesn't actually work for the company they're representing; telemarketing is outsourced, and the DNC list probably applies to the telemarketing company rather than the company who wants you to buy stuff, so you may continue to get calls from other telemarketing companies on behalf of the same company, but not from the same telemarketing company again. That may vary somewhat.
Your state may also have a state-wide Do Not Call list; mine does. -

Not sure about other states, but Oregon's list makes it illegal for telemarketers in different states to call me.

Oregon's list: opt-out for $Oregon charges a fee to be have your number on the no-call list. I've always found this outrageous, since "not being harassed" isn't my idea of a service I should be charged for. But it's been this way since at least 1996.

How much does it cost to place my telephone number(s) on the "No Call" List?
It costs $6.50 for each telephone number per year. Annual renewals are $3.00 for each telephone number per year.

ornocall.com, I signed up last month. Won't take effect until the next quarter (June), when telemarketers receive the new lists.
