An anonymous reader writes "Several newspapers have reported that DRDO (the defence R&D organization of the Indian military) is planning to create an OS. The need for this arose due to the cyber security concerns facing India and that all [conventional] operating systems are made outside India. About 50 professionals in Bangalore and New Delhi are expected to start work on this operating system." At least one of the linked articles says the new OS, though home-grown, would run Windows software.

ISRO, Indian Space Research Organisation, is planning to send a robot for its mission to moon. It is probably going to be made by students and profs of IIT-Kanpur (the Indian equivalent of MIT). The two-legged robot, fitted with sophisticated sensors and high-resolution cameras, is capable of recording information and images using laser beams. It can also detect the distance of a hindrance, enter a small crater, bring surface samples and return high resolution images to the lunar vehicle. It balances cost and sophistication; basic functionality for only $50,000.

Vicissidude writes with news from the IT front in India: "The software industry body Nasscom has warned that India faces a shortfall of half a million skilled workers by 2010. The country will need 350,000 engineers a year, but no more than 150,000 of the most highly skilled engineers will be available each year." This shortfall is fueling a new development, the exporting of Indian tech jobs to the US. But will there be workers in the US to do those jobs? Reader Jadeite2 writes with a word from Bill Gates, speaking to a business forum in Moscow, who said: "There is a shortage of IT skills on a worldwide basis. Anybody who can get those skills here now will have a lot of opportunity."

hotsauce writes "NASA administrator Griffin on a visit to Indian space facilities in Bangalore has signed an agreement to explore the moon with the Indian Space Research Organization (ISRO). This agreement will see NASA instruments on a 2008 Indian moon mission, and further cooperation is being explored. An Indian paper has a different take on the visit. Interesting answer by Griffin on NASA outsourcing to ISRO."

Alien54 writes "Militants killed in an encounter in New Delhi on Saturday night planned to attack leading software companies in Bangalore in addition to the Indian Military Academy in Dehra Dun, Delhi police said on Sunday Indian police claim the men were members of Lashkar-e-Toiba - a Wahabi militant group fighting for an independent Kashmir. Apart from maps of call centers police also recovered 100 kilos of dynamite, 10.5 kilos of RDX explosive, 450 detonators, three AK-56 rifles and a satellite phone."

The Chandrayaan-I mission will showcase Indian achievements in science and technology to the world. Both European and Canadian Space Agencies have shown interest in the mission. SifyNews reports that 2008 was initially mispronounced as 1908. Today is the 56th anniversary of India's independence." Previous talk about this has come from the Indian space agency; this announcement from the Prime Minister seems to have more weight.

MaximusTheGreat writes "While the U.S. debates the merits of e-voting, India has decided to have all electronic polls in the next elections for its billion strong population. Though India has used e-voting partially in previous elections, it will be the first time a Lok Sabha (central parliament) election will be held in the country since 1952 without the use of ballot papers. Election Commission plans to use about 800,000 electronic voting machines. Also, taking note from India's experience, other commonwealth countries like Malaysia and Britain will be sending representatives to India to see the use of EVMs during the Assembly elections. On a related note they plan to make voter's identity card mandatory for voting."

I am writing a section on the countries which have successfully adopted free software for e-governance or for government related works. I am looking for articles/websites/papers where they give their experiences while using it. Also in March 2002 RMS presented a paper on `Free Software and Relevance to India` in Banglore, India. I have not been able to get this paper online. Can anyone give pointers where I can get hold of this paper? Any help in this regard will be greatly appreciated and acknowledged."
