Similar bill in many states
A quick web search shows that similarly worded legislation is being considered in Arkansas, Kansas, Utah, South Carolia, and New York.
While I didn't do an item-by-item comparison, a quick glance suggests that most or all these were crafted by a common hand. Anyone want to guess who that might be?

Read The Bill
As I live in Arkansas I actually got around to reading the bill (HB 1228) this morning. Everything people are complaining about is complete FUD. It's really quite mundane... and LOTS of other states already have similar laws on the books. It _basically_ instructs the courts to take into consideration sincerely-held religious convictions in discrimination cases except where there is an impracticality in enforcing the laws without the state encroaching on them.
This does NOT mean that teh gheys will be denied service at restaurants.
It DOES mean that I may be spared legal consequences if I decline to build a gay porn website for somebody and am sued for discrimination. -

Interesting but alt.usage.english disagrees with you in part, as does Strunk & White.
I think your analogy with "anyone" is mistaken. People do not think of "none" as "not one" in normal usage. They think of it as being part of a continuum with "all" and "some," hence the natural tendency to create a parallel construction. All of the water is blue -- none of it is blue. ("Not one" wouldn't even parse there.) All of you are friendly -- none of you are friendly. However, if you choose to use none (=not one) of you is friendly, you may do so as well. -

Well, the police are intended to have the power to arrest you without a warrant on the suspicion or reasonable belief that you've broken a law; exactly the standards are for that varies from one jurisdiction to the next, but they can usually hold you (at least where I live) for a certain period of time (24 or 48 hours usually) while they gather evidence, after which they have to begin charging you or release you. Generally the statues require that the officer have "reasonable cause to belive" that you committed a felony, or are driving drunk or a variety of other things. They are supposed to have a particular crime in mind, but there's a little room there (intentionally, IMO) for vagueness.
It's not clear from what I've read exactly what they suspected of this guy when they arrested him; there are a variety of things they could probably put down that would fly on paper though, at least enough to haul him in for 24 hours. Suspicion of theft of services, fraud, maybe stalking if one of the people in the restaurant filed a private complaint ahead of time. The police and district attorneys do this for a living -- they're pretty good at finding ways to hold on to people if they think they've done something.
Just from reading the article, it sounds a lot like the people from the restaurant complained to the police about this guy, so they went out there and arrested him, and now they're going to try and figure out whether he broke any laws. It's not really the way that the system is intended to work, but it's how it often does.

I think it's an interesting engineering feat, although they might have a hard time marketing it in Arkansas, where it appears non-pneumatic tires are prohibited for speeds > 10mph.
I wonder if other states maintain such restrictions? -
Re:negligent homicide
A search of Google returns 46,000 hits for Negligent Homicide. On the face of it, many, but by no means all of these, have been traffic cases, and defendants have been convicted of the charge, even when cold sober at the time of the accident.
Well, that's the face of it, I guess.
Negligent homicide is a lesser included charge to involuntary manslaughter that does not exist in every state. You can find it, for example, in Texas (link) and Arkansas (link). It appears that Texas has this lesser included because its penalties for involuntary manslaughter are unusually harsh, and lawmakers didn't necessarily want them applied to speeders.
Generally, negligent homicide statutes include a clause requiring "reckless or wanton disregard for the safety of others," and simple fatigue rarely if ever meets that burden. -
Easily Overturned...
