Damn straight, & it cost me a job once in 2006: I was hired by a company called POMCO in Syracuse N.Y. to help secure their codebases done in VB6 (some of which we transitioned over to VB.NET because of its capacities for server-side apps mostly & built-in garbage cleanup) to scramble out SS#'s & such... I completed 3-4 apps in 7 months there... but?
Later, I discovered they were NOT securing down the "end points" (workstations, printers, etc. et al) fully, per this type of procedure outlined in this guide, to supplement work I & the others devs had done to the apps AND webservers + DB engines (SQLServer):

I suggested that to be done, FIRST, on a "prototype" system!
(To be sure ALL of our apps would work using it (they did, @ least all the ones I worked on, because I eventually did my workstation that way @ their shop & ALL still worked), then "mass deploy" the settings using AD Group Policies &/or logon scripts (merging
.reg files etc. et al)).So, upon discovering this?
I went to the CIO first, privately, telling him:
"This needs doing as well as securing down code & DB's! IF you don't? It WILL eventually get you "keylogged" most likely due to user error in unawareness of the dangers present online. Educate them all about it, in a meeting @ some point is the way to go! Simply, because all the security in the world won't help once the user's passwords are 'sniffed' out upon logon (to their workstations &/or DB backends through the front ends we devs built for they)".
I also used users to consult on the design of apps we built or rebuilt for they, which proved a TOTALLY "new wrinkle" for them, because the main user of one of the apps was in our morning meeting we had once a week and actually THANKED ME for it!
(The sad part? The others developers, not all, but the main one? Literally called them "STUPID", & I was like "You're the stupid one: Those people, first of all, know THEIR JOBS far better than we do, & THEY KNOW WHAT THEY WANT TO SEE & USE... plus? They're the reason WE HAVE A JOB IN THE FIRST PLACE!". This was a 6 yr. developer leading that shop, & it showed, especially w/ THAT attitude towards his users - his work was also quite shoddy, lacking error traps & wasn't 'automated' enough... so much so, that I had to run one of his 'apps' daily, costing me 30 hrs. a month in MY TIME as a junior dev. there (though I had 15 yrs. under my belt as a pro in this field, with VB/C/C++/Fortran/COBOL/Assembler & more under my belt by that time, I was still the "new kid on the block" learning their data schema, which was NOT puny (insurance company data never is))).
What happened in the end? Well, I found a virus on my system, after asking "Are you monitoring me with somekind of application", they said "NO", so I showed it to them... turns up, it was a virus (keylogger) & I wasn't the ONLY person who had it...
I later found out the CIO (stupid MSCE type, no real years to decades of hands on experience in this field either, probably a relative of the owner or buddy of a higher up in that company is my guess) had setup TREND MICRO's antivirus ALL WRONG... 7 months out of date is what the signatures were... it was USELESS at that point against current threats.
They swiftly went to AVG free edition, & knowing the CIO there? He probably didn't license it legally...

(& also MANY years later, in 2003, when I fixed up his pagedefrag program, instructing him where it was hardcoded and how/why it could adversely affect the operations of his application if people moved their pagefile.sys location AND eventlogs (which is doable on both accounts, & he STILL has a hardcode to the latter) to another disk (he had them hardcoded to C: drive only, & it made his program fail). In the end? Well - he emailed me back thanking me in fact.

Insecure due to incorrect DES encryption handling, NTLMv2 is the way... changeable in Secpol.msc "Network Security:" sections of it. In fact, see my guide below for specifics!

4.) Plus, other settings too, which are EASILY controlled via registry hacks, just like using NTLMv1 vs. NTLMv2, & they have GUI fronts for the latter alongside Group Policies you can set on them also (as well as local policies)...

Arstechnica's JEREMY REIMER (a blatant FAKE) was caught red-handed alongside his friends impersonating me on his OSY website (to which his hosting provider removed large portions of his website for, lol, & his ISP nailed him for email harassing me, as well as making threats to my family no less, which got law enforcement involved in Canada (& Reimer stopped right there, lol)).

(Also? My hardcoded favorite sites I put in my HOSTS file is now only 3kb long)
I.E.-> I pruned it some, so I have only 1 memmgt + diskcache subsystem caching to take place no less, speeding up access to it even further since it's read in, in 4kb increments (& here specifically on MY setup? There is no 4-8ms seek time, up from my CENATEK RocketDrive TRUE SSD (does not use slow flash, which is slower on writes)))?
It's only going to take 1 read in to cache it (diskcache of filedata from HOSTS), tops...

Once security hardened, Windows is shown to be able to get to a 99.058/100 score, and Linux was only capable of reaching 90/100 (from a user named Bert64 who posts here no less). I applied this guide after seeing testimonies here -> http://www.xtremepccentral.com/forums/showthread.php?s=c92dde4c57f7304da17d4f3b38fef1e3&t=28430&page=3 of a users' there (Thronka) and his stating that even after more than 1 years' usage of Windows, the users own systems and those of his paying clients have seen no slowdowns (they go faster if anything, because I definitely now do, and cutting off services that run by default I did not need alone did that much for me, besides performance and security registry hacks, plus more), and have not been infected by malware of any kind due to practices recommended in that guide. It's good, because for more than 1/2 a year now, I have experienced the same and I used to get at least 10 infections a month. No more, and yes, on Windows. Windows can be secured quite easily once you are shown how to do it properly.

Perry, Windows 2000 DOES run backgrounded tasks (such as drivers, services, & even apps via the registry "run areas" & startup groups)... &, just like Windows XP, Server 2003, VISTA, Server 2008, & Windows 7 do (as did Windows 9x, NT 3.5x-4.0, etc.)... pre-emptively no less.
They most likely meant "not as many backgrounded apps" by default, such as services (because 2000 has a LOT less of those than XP does by default).

(It makes securing a Windows NT-based OS of modern varieties such as Windows 2000/XP/Server 2003 actually fun! Much like running a PC performance benchmark almost and it is fun to do if you like benchmarking of any kind).

I was told last week by a co worker who does active directory administration, and he said I was doing overkill. I told him yes, but I just eliminated the half life in windows that you usually get. He said good point. So from 2008 till 2009. No speed decreases, its been to a lan party, moved around in a move, and it still NEVER has had the OS reinstalled besides the fact I imaged the drive over in 2008.

My client STILL Hasn't called me back in regards to that one machine to get it locked down for the kid. I am glad it worked and I am sure her wallet is appreciated too now that it works. Speaking of which, I need to call her to see if I can get some leads.

Thus, as you can see? It is easily "doable" to have a secure Windows OS on a PC...
(The entire "Linux is so secure" mantra you see online and rampantly here, in the past @ least but not so much anymore imo, is also upset by what is shown in the very 1st post in that guide because Linux itself can be more secure than it is out of the box oem stock as well, with data from a slashdot poster there in Bert64's 90/100 score using SuSe Linux as an example thereof - that said & aside, you Linux/BSD/Solaris fans here may wish to take a peek @ the CIS Tool as well for the purposes of making sure you "lock down" your *NIX machines also (this tool is extremely helpful on all of these platforms for these purposes)).

P.S.=> Personally, I don't see as many "Pro-*NIX" people here stating that "Windows is insecure" as much as they used to, to be blunt about it upon my observation while stopping by here since 2004 to present day, because the jokes & jibes directed Microsoft's way seemed to have died down quite a bit, @ least in terms of security-oriented ones (oh, they're still around & about, just not nearly as much or as bad)... apk

It works, and has been working for myself since around 1997...
