I went PIA (supposedly keeps no logs, has anonymous payment models) but for casual use, don't come to me if your drug/human trafficking gets busted. Service is mostly stable, occasionally sites are inaccessible (or just blacklisting). They got bonus points for calling out repu- er, congressmen voting on ISP tracking bills and such.
It's a sick joke that I have to pay two web-connecting services to connect to each other, but here we are.

I've found the VPN section on That One Privacy Site to be quite an informative resource. There's a lot of information from Choosing A VPN up to a detailed comparison chart.
My use case: I don't care about LE nor intelligence agencies; I just need a reliable VPN for those times when I have to connect via an "insecure network" (as in hotel Wifi), and for that I simply installed OpenVPN on a VPS, created some certificates and installed them on my devices. Works like a charm, and if needed I can spin up a new VPS and install everything within minutes using a script like openvpn-install. And if one prefers to run an IPsec VPN server there's Algo VPN, a set of Ansible scripts that helps with the setup.

..."Each use case is a little different. Someone in an oppressive country might be trying to get access to much needed news. Another just wants to stream Netflix without AT&T or Verizon from throttling their feed. While yet another wants to remain anonymous for less than honorable reasons. Each case needs their VPN to protect them from different types of intrusion. No one VPN will cover every use case. That's why I do my research at That One Privacy Site I don't know if the information there is all legit but it is mighty thorough. Everything from is the VPN located in a 5 eyes nation down to the ethics of whether they prevent SPAM.

VPN Overload
I started looking at VPN providers and stumbled across this guys site. Talk about information overload! I don't know anything other than what he has posted but by the looks of it he has way more free time than I do. So if your VPN is "leaking" this might be a good source for deciding who your next VPN provider will be.

I've been using Mullvad for a while and I'm happy with it. Cost is 5 Euros/month with numerous payment options including cash. They have servers all around the world. Compatible with OpenVPN client (I use it on PC and iPhone).

That One Privacy Guy maintains a detailed VPN comparison chart. The chart lists the results for a number of criteria for each VPN provider. Information is gathered from public sources and by contacting the respective hotlines. There is also an article about choosing a VPN, and a review section.
The site is a bit slow to load, but if offers some good information. I like the fact that no recommendation is given, everyone can come to their own conclusions based on their requirements and the available data. From the FAQ:.

I've moved from PrivateVPN (seem incompetent) to CyberGhost premium (slow, dodgy untrustworthy they essentially log), NordVPN next.
Valve/Steam f**ks over VPN users, downloads go at 40KB/s whilst using VPN, they seem to think it's up to them whether I use a VPN, like fuck you valve, that isn't your choice to make.
Over my 50mb/s connections I've seen 9-30 mb/s with steam using expressvpn
