What are you talking about?
Conservatives love law enforcement at every level. They make up the bulk of the FBI/CIA (neither has ever had a Democrat lead it),. Sure, there's libertarians who aren't a fan of law enforcement, but that's because they're liberal (it's right in the name) on issues of personal rights.
From blackmailing MLK to kill himself to overthrowing popularly elected (leftist) governments in other countries, liberals are generally not fans of law enforcement (or the military) at any level.

You've obviously never been to Atlanta where the mayor is black as well as almost the entire city government is black.
The police department is 57% black.As for gay being a second strike, well it does turn out that Atlanta is no longer considered the gayest city in the USA.

Job training seems to me one federal policy that gets considerable support from both of the major parties. There are disputes about how best to do it and how much should be spent, but it is pretty popular in Washington. That the money spent is largely wasted cannot be factually disputed. In fact, even many congresscritters admit that the programs are not efficient.

So explain to me why it is difficult to imagine a scenario where multiple assailants would require 3-5 shots each to disable or kill. I have a natural born right to self-defense and defense of my loved ones. I want the absolute best tool for the job. If the best tool has a standard magazine capacity of 30 rounds - I want it. My possession of the tools of self defense harms no one.
It's nice that you live in a nice, crime-free area of the world, but it is absolutely improper to think that everyone lives in the same situation.

If you read the contract, there are a number of things that jump out at you.
The contract was signed September 17, 2012. Given the time needed to generate quotes, negotiate the contract, and work it through legal, it is obvious that this was in the works for some time prior to that.
If you read pages 17 & 18, the purpose is to export comma separated value (csv) files in the format specified in the contract.
The program is written in COBOL. (As has been discussed many times on Slashdot, all great hacks are performed in COBOL.)
I see in the meeting notice below that the OHIO BOARD OF VOTING MACHINE EXAMINERS was scheduled to meet June 21st. That would seem to be about right to start dealing with this proposal / contract.

Ohio Secretary of State accused of installing suspicious software on voting machines
Ohio law allows for the experimental use of voting equipment as long as it’s restricted to a limited number of precincts, and under the experimental label, equipment can legally be used without certification.
The Free Press revealed the contract between Husted’s office and the contracted vendor Election Systems and Solutions reads that the software has not been and does not need to be reviewed by any testing authority at the state or federal level.
Election Counsel Brandi Laser Seske sent out a memo to Secretary of State personnel yesterday, detailing the software. In the memo, she explains the software did not require review because it is not “involved in the tabulation or casting of ballots or a modification to a certified system.”
Matt McClellan, a spokesman for the Secretary of State’s office, told theGrio that no patches were installed, describing instead a reporting tool software meant to “assist counties and to help them simplify the process by which they report the results to our system.”
I think this can be filed under "narrative fail."

Voter fraud is basically a non-issue. It's usually somewhere in the range of a few tenths of a thousandth of one percent of votes cast. On the other hand, barring people who should *legitimately* be allowed to vote but are accidentally or maliciously prevented from doing so in the name of preventing voter fraud, is a far more common problem, and can affect, in extreme cases, as much as 10% of eligible voters

Black people were horribly oppressed in the US before the Civil War (slavery), and after it too (2nd class citizens until the Civil Rights laws were passed in the 1960s). Yet they're some of the biggest proponents of oppressing gay people; they were instrumental in pushing through Prop 8 in California, and prominent black people who've come out as gay say their biggest problems were with other black people. No that's not it at all
First off, whoever modded you Troll - I think they're wrong. I think you're asking a serious question. So I'll give you my serious answer.
The problem is cultural. The culture that a great many black children grow up in is simply broken. Are you familiar with the term "Uncle Tom"? It's an insult that black people aim at other black people that used to mean "sucks up to white people" but these days means "act too white", i.e. speaking proper English and getting good grades. It's actually frowned upon.
I'm not making this up. Here is an example. The one person is "less black" and an Uncle Tom because they grew up not poor, in a middle class area with both parents married. Less black. Think about that one for a bit.
And the submitter is wondering why you don't get a lot of scholastic achievement from this culture.
Black people are NOT denied education. My university has a list of grants and help as long as my arm for anyone who isn't Caucasian. The problem is that black people (in this area anyways, YMMV) are taught from birth that you are "less black" and something of a traitor to your people if you get good grades and act "too white". There is your real reason.
Think I'm kidding? Watch this bit from Chris Rock (nsfw). Why is everyone laughing? Because it *hits home*.
The culture itself is broken. Fix the culture and allow success to be defined as "gets good grades" and the numbers will change as if by magic.
