What, are you seriously trying to say that the index of refraction doesn't change the refraction? A gradient in the index of refraction will change the path of light and bend it... hence the whole branch of optics of Gradient index optics and why these things are off the shelf parts. The index of refraction changes with density and hence temperature... hence the whole field of adaptive optics for dealing with atmospheric refraction in optical paths and even dealing with refraction of radio waves too.

People who work with non-visible IR or UV lasers can use special tools that fluoresce visibly when contacted by a laser of the appropriate wavelength.
There are specially coated cardboard cards, as well as small disks that can be placed in lens holders on an optical breadboard.

Sorry, but in order to use with sharks, i think at least 200mW is required. Here's one... hmm, can i just mount this directly on the shark? or are other parts required? these are only $50... add in a $10 admission to the zoo... this is a 1/10th the price!!

Thorlabs Inc. Laser Diodes (Top ad link in google's sidebar) shows two blue laser diodes as being $0.00 each. Maybe someone should try ordering a few thousand of them at that price and suing them when they raise the order cost
