Hollyoaks and Peep Show are not on the BBC. You're thinking of Channel 4 (C4).
C4 have a TV on demand service now, which works using Bittorrent-style P2P. It is also encumbered with Microsoft DRM, and there is no support for any OS other than XP. Not even Mac. You also have to live in the UK (or use a proxy).
Incidentally the best way to get UK TV programmes is to get an account on a private Bittorrent service, UKN. No DRM at all, and torrents are moderated for quality. As a UK licence fee payer, I see the service as being very much like a large video recorder, and have no ethical qualms about using it. However, you can use it from anywhere in the world, as there is no attempt to prevent non-UK users. -

Similar to UK Nova. In the case of UK Nova, it caters to the UK TV market (nothing available on DVD), often obscure enough to be poorly served by the US dominated major BT trackers. So in it's case, the private-ish nature works well (limited number of accounts, pruned occasionally, which opens up slots for people to signup etc etc)... the enforced ratios and consequent blazing downloads.
I'm not sure the private tracker idea works too well with Stargate/Galactica episodes since they are always well-seeded anyway. But hey... whatever floats your boat.

Just because you don't watch BBC3 doesn't mean it isn't good. A lot of the BBCs best programming debuts on BBC3 - Spooks and Little Britain to name but two.

Superb documentary series.. there are torrents of VCD conversions of the three episodes avaliable at www.uknova.com
To be able to download from their tracker you will need to register at UKnova (free registration), but it's well worth it to see this. -
Re:Top Gear
Look on Suprnova for torrents of the Top Gear episodes, regulary uploaded.
I did, but Suprnova is for-pay. While there's nothing wrong with that (though it does seem a bit suspect, since they appear to offer more than just videos of TV shows, such as games and other apps. $29.95 for a lifetime subscription to warez?), I'm not going to pay for that. I checked out UKNova from another poster, which is free, and they have a few torrents to recent Top Gear episodes. It'd be nice to have access to the Top Gear archives, but if I'm going to pay for that I'd rather pay BBC directly (because I'm sure Suprnova doesn't pay BBC).
Maybe BBC America will eventually wise up and bring over Top Gear, too. It doesn't matter that they review a number of cars that will never be available in the US (the show Fifth Gear does that as well, yet Speed TV carries the program). The reviews are highly entertaining (so much better than anything we get here from shows like Autoweek and such), and they actually run many of the cars on a race track and compare times against others they've reviewed.
