Australians getting hit in the back pocket
Virgin Mobile in Australia charges excess data usage at 0.2c/kb ( https://www.virginmobile.com.au/mobile-data-plans/ ) which amounts to $2 per MB or $2100 per GB.
I was hit with a $2500 excess usage bill for my mobile 3 months into the contract.
Australian ISPs / phone companies are making money hand over fist for data plans and excess usage right now.
Yes, it sucks. But, what can you do. I lived on 100mb for a year with a 'dumb' phone using basic Gmail app for basic email services and barely functioning web access. With a smart phone you can use GB of data easily.

Virgin Mobile in Australia offers a similar service - call them up and they'll blacklist all calls to a given number from your phone until 6am the following morning.

Actually I can't call Afghanistan, Iran, Iraq, Pakistan, Syria, Thuraya Satellite Phones, Vietnam, Guinea-Bissau, North Korea and Diego Garcia on my Virgin (Australia) mobile (cell) phone.

We only have 4 GSM-based providers... Telstra, Optus, Vodafone and Virgin.
Each has good plans for certain segments of the population... If you are only down for a short time, and unlikely to have many Australian people to contact regularly, then a cheap prepaid option (from any of the four) will probably suffice.
If you're heading to Canberra, are you going to be spending much time outside the city? GSM service falls off pretty sharply outside the urban centres in Australia... Also, Telstra is generally the most expensive in any category, but has the best coverage outside the city areas...
Incoming calls are not charged in .au...
If you outline your expected call usage, a better opinion can be given...
I have been a vodafone customer for many years now, with no complaints ever... but that's not to say that they're the cheapest for everybody...
