Cable Industry Threatens To Sue If FCC Tries To Bring Competition To Cable Set Top Boxes (techdirt.com)
An anonymous reader quotes a report from Techdirt: Back in February the FCC voted on a new plan to open up the traditional cable box to competition. According to a fact sheet being circulated by the agency (pdf), under the FCC's plan you'd still pay your cable company for the exact same content, cable operators would simply have to design systems -- using standards and copy protection of their choice -- that delivered this content to third-party hardware. The FCC's goal is cheaper, better hardware and a shift away from the insular gatekeeper model the cable box has long protected. Given this would obliterate a $21 billion captive market in set top box rental fees -- and likely direct consumers to more third-party streaming services -- the cable industry has been engaged in an utterly adorable new hissy fit. And now, the industry is also threatening a lawsuit. Former FCC boss turned top cable lobbyist Michael Powell is arguing that the FCC has once again overstepped its regulatory authority: "An agency of limited jurisdiction has to act properly within that jurisdiction," Powell said, making it abundantly clear the NCTA does not believe the FCC has not done so in this case. He said that the statute empowers the FCC to create competition in navigation devices, not new services. "Every problem does not empower an FCC-directed solution. The agency is not an agency with unbridled plenary power to roam around markets and decide to go fix inconveniences everywhere they find them irrespective of the bounds of their authority."

Doctor Ready to Perform First Human Head Transplant (newsweek.com)
Ross Kenneth Urken, reporting for Newsweek (edited and condensed): Italian neurosurgeon Sergio Canavero had his Dr. Strange moment when he announced he'd be able to do a human head transplant in a two-part procedure he dubs HEAVEN (paywalled, this alternate link could help) (head anastomosis venture) and Gemini (the subsequent spinal cord fusion). [...] Canavero has a plan: It's a 36-hour, $20 million procedure involving at least 150 people, including doctors, nurses, technicians, psychologists and virtual reality engineers. In a specially equipped hospital suite, two surgical teams will work simultaneously -- one focused on Valery Spiridonov (patient) and the other on the donor's body, selected from a brain-dead patient and matched with the Spiridonov for height, build and immunotype. Both patients -- anesthetized and outfitted with breathing tubes -- will have their heads locked using metal pins and clamps, and electrodes will be attached to their bodies to monitor brain and heart activity. Next, Spiridonov's head will be nearly frozen, ultimately reaching 12 to 15 degrees Celsius, which will make him temporarily brain-dead.Shouldn't it be called a body transplant? Comcast Is Raising Its Data Caps From 300GB To 1TB (arstechnica.com)
An anonymous reader writes: Comcast has announced today it will be raising its monthly data cap of 300GB to 1TB beginning June 1st. They will however charge more to customers who want unlimited data. After June 1st, less people will need to buy unlimited data from the company. Previously, users were charged an extra $30 to $35 a month for unlimited data but now they will have to pay an additional $50 for unlimited data. "All of the data plans in our trial markets will move from a 300 gigabyte data plan to a terabyte by June 1st, regardless of the speed," Comcast's announcement today said. The reason for the change? Customers are exceeding the 300GB cap. In late 2013, Comcast said only 2 percent of its customers used more than 300GB of data a month. That number was up to 8 percent in late 2015.

Intel Declares Independence From PC, Prioritizes Cloud, IoT and 5G Efforts
A week after announcing 12,000 job cuts, Intel CEO Brian Krzanich has shared vision for the company, hinting a shift in its prime focus away from PC business. In a blog post, Krzanich said that the company will be actively growing its data center business. The chip maker also plans to focus on chips and technologies for IoT devices. "The biggest opportunity in the Internet of Things is that it encompasses just about everything in our lives today-- it's ubiquitous," Krzanich said. The company also plans to boost its memory chips business and make a push towards utilizing them in data centers and various cloud services. Intel said that it has made several investments in this field, noting the $16 billion acquisition of Altera last year. The company says it will be playing a big role in the move to 5G connectivity. "Connectivity is fundamental to every one of the cloud-to-thing segments we will drive," he writes.
Over the years, Intel has failed to keep up with Moore's Law, an axiom that semiconductor density will double about every two years. The company previously extended the timeframe to 2.5 years, but Krzanich assures customers that the they are working to make further advances in order to meet the goal. "Moore's Law is fundamentally a law of economics, and Intel will confidently continue to harness its value," Krzanich said. PCWorld has extensively reported on this. -
SpaceX Intends To Send a Red Dragon To Mars As Early As 2018 (blastingnews.com)
Reader MarkWhittington writes: SpaceX has announced that it intends to send a version of its Dragon spacecraft, called "Red Dragon," to Mars as early as 2018. The mission, to be launched on top of a Falcon Heavy rocket, would be the first to another planet conducted by a commercial enterprise. The flight of the Red Dragon would be the beginning of SpaceX CEO Elon Musk's long-term dream of building a settlement on Mars.Ars Technica reports: According to the company, these initial test missions will help demonstrate the technologies needed to land large payloads propulsively on Mars. This series of missions, to be launched on the company's not-yet-completed Falcon Heavy rocket, will provide key data for SpaceX as the company develops an overall plan to send humans to the Red Planet to colonize Mars. One of the biggest challenges in landing on Mars is the fact that its atmosphere is so thin it provides little braking capacity. To land the 900kg Curiosity rover on Mars, NASA had to devise the complicated sky crane system that led to its "Seven Minutes of Terror." A Dragon would weigh much more, perhaps about 6,000kg. To solve this problem, SpaceX plans to use an upgraded spacecraft, a Dragon2 powered by eight SuperDraco engines, to land using propulsion.

Facebook Is Building A Standalone Camera App To Encourage Its 1.6 Billion Users To Share More (theverge.com)
An anonymous reader quotes a report from The Verge: According to a report in The Wall Street Journal, Facebook engineers in London are working on a standalone camera app with a big live-streaming component. Similar to Snapchat, the app would open straight into a camera to foster immediate capturing and posting of photos and videos, as well as letting users stream via Facebook Live. With billions of smartphones in the world and near-ubiquitous high-speed data connections, Facebook sees a huge opportunity to get its 1.6 billion users sharing more than ever before. A camera app may help the company do that, and better compete with Snapchat at the same time. Facebook has recently rolled out a major live video update allowing anyone to post live streams of themselves to their timeline. Previously, only celebrities and public figures were allowed to use the feature. With this new Facebook Live update and standalone camera app reportedly in the works, the only thing holding Mark Zuckerberg back with his plan to triple the size of his social network is affordable internet.

Google Appears To Be Working On Bringing Android Apps to Chrome OS
The Wall Street Journal reported late last year that Google plans to merge Chrome OS and Android. The search giant, at the time, had refuted such claims while adding that it continues to work on "bringing together" the best of both operating systems. It appears, one such step is adding the Google Play (Android's marquee app store) to Chrome OS. Several users are reporting that they have seen an option -- "Enable Android apps to run on your Chromebook" -- which would understandably allow them to run mobile apps on the desktop platform. Unfortunately, the feature isn't working just yet. Bolstering this theory is another such instance in the source code, which says "over a million apps and games on Google Play" will be made available to Chromebook users.
A report on Ars Technica speculates this move as the demise of Chrome Web Store, the marketplace for extensions and themes for Chrome, which hasn't received any significant improvement or feature in years. At any rate, the timing of this discovery is interesting as Google's developer conference -- I/O -- is just around the corner (May 18-22). -
Report: Google Developing New 'Area 120' Corporate Incubator (thenextweb.com)
An anonymous reader writes: The Information has released a new report about how Google is developing its own "startup incubator" called "Area 120." According to sources, the incubator will be helmed by Google executives Don Harrison and Bradley Horowitz. The way it will work is teams of Google employees will pitch their ideas for inclusion in Area 120. If a team's idea is approved, they will then be able to work full-time on their idea, and eventually start a new company after the business plan is created. The timing is unclear but the whole process will likely take several months. According to The Next Web, "The '120' in Area 120 is a homage to Google's famed '20 percent time,' which asks that employees spend one-fifth of their working hours on projects that excite them." Both Gmail and AdSense were a result of Google's 20 percent time workplace philosophy. The report claims Area 120 will be tied exclusively to Google, not its parent company, Alphabet. It also says it will remain separate from Google's Mountain View campus.

Chinese Conglomerate LeEco Wants To Give Away Its 'Tesla Killer' Electric Supercar For Free (ndtv.com)
Rishi Alwani, reporting for Gadgets 360 (edited and condensed for clarity): At an event in Beijing this week, Chinese technology conglomerate LeEco showed off its LeSEE self-driving electric supercar. A slide noted that LeEco's car can reach 130mph which is a fair bit behind of the Tesla Model S' top speed range of 140 to 155 mph. Nonetheless, the company said the final product should beat Tesla in "all aspects of performance." The car sports a rounded design with a giant LED screen plastered on the front of the vehicle. If the car is being used for cab services, for instance, the screen can show if it's available for hire or not. There's an arched transparent roof and what seems to be generous cabin space. The interior sported a futuristic-looking steering wheel with a lit-up centre that quite possibly would replace the traditional dashboard and was complemented by a monitor next to it. It also had ridged backseats that may look uncomfortable but is actually memory foam - a polyurethane material used in mattresses that can mould to the shape of a passenger's body for maximum comfort.
Perhaps the most interesting component of its LeSEE concept has nothing to do with the technology, but rather the business models involved. For one, the company believes it has a huge role to play in LeShare - a time-sharing electric vehicle platform that's present in Beijing and Shanghai with plans to expand to five more cities in China. Electric vehicles and charging resources will be shared between LeShare and LeEco-backed Uber competitor Yidao. In addition to this, LeEco believes that the car will eventually be free, in line with the same business model it has for some of its other hardware, charging users for content, subscriptions or memberships.For a refresh, LeEco (LeTV) was founded in 2004, and has since become a major name in many technology-centric markets. It offers live-streaming, e-commerce, cloud, smartphones, TV set-top boxes, and smart TVs among many other products and services. The company has a market capitalisation of at least $12 billion. -
Wikipedia May Get Delivered To The Moon (wikimedia.org)
A new Meta page on Wikimedia.org reports: "A group of science enthusiasts from Berlin, Germany, are planning to send their own custom-built rover to the Moon. And they want to take Wikipedia with them." Sort of. Wikimedia Deutschland has been offered space on a data disc to be carried by one of the five image-gathering rovers still competing to land on the Moon by 2017 for the Google Lunar XPRIZE challenge. But there's only 20 gigabytes of space, so they're calling on the Wikipedia communities to agree on which content should be included by June 24. "Even if only a snapshot of Wikipedia can be brought to the Moon, its content will equal a genuine snapshot of the sum of all human knowledge..." the Meta page explains "This is an anniversary gift to all Wikipedia communities all over the world."

NASA Gives Solar Ionic Propulsion A Monster Boost (networkworld.com)
coondoggie quotes a report from Network World: NASA this week took a giant step toward using solar electric power for future space missions by awarding a $67 million contract to Aerojet Rocketdyne to develop an advanced electric propulsion system. Network World writes, "Specifically, Aerojet Rocketdyne will develop and deliver an integrated electric propulsion system -- known as the Advanced Electric Propulsion System (AEPS) -- consisting of a thruster, power processing unit (PPU), low-pressure xenon flow controller, and electrical harness. Such a system would deploy large solar arrays that can be used to convert sunlight into electrical power that ionizes atoms of xenon which is the propellant for the spacecraftâ(TM)s thrusters. In addition, such a power plant could potentially increase spaceflight fuel efficiency by 10 times over current chemical propulsion technology and more than double thrust capability compared to current electric propulsion systems, NASA said." NASA's plan is to use this propulsion system on its future Asteroid Redirect Mission, as well as on its mission to Mars.

A New AMD Licensing Deal Could Create More x86 Rivals For Intel (pcworld.com)
angry tapir quotes a report from PCWorld: AMD has announced a plan to license the design of its top-of-the-line server processor to a newly formed Chinese company, creating a brand-new rival for Intel. AMD is licensing its x86 processor and system-on-chip technology to a company called THATIC (Tianjin Haiguang Advanced Technology Investment Co. Ltd.), a joint venture between AMD and a consortium of public and private Chinese companies. AMD is providing all the technology needed for THATIC to make a server chip, including the CPUs, interconnects and controllers. THATIC will be able to make variants of the x86 chips for different types of servers. AMD is much smaller than Intel, and licensing offers it an easy way to expand the installed base of AMD technology. The resource-strapped company will also generate licensing revenue in the process, said Jim McGregor, principal analyst at Tirias Research.

Elon Musk Plans To Solve Traffic Congestion With Self-Driving Buses (theverge.com)

Musk has teased the idea while at a transportation conference in Norway, according to Bloomberg. "We have an idea for something which is not exactly a bus but would solve the density problem for inner city situations." he said. "Autonomous vehicles are key... I don't want to talk too much about it. I have to be careful what I say." Elon Musk released the Model X last year with semi-autonomous Autopilot mode, and most recently, announced the "budget-friendly" Model 3 with similar autonomous functionality. There's no question autonomous vehicles are the future. "I very much agree with solving the high-density transport problem," Musk said in Norway. "There's a new type of car or vehicle that would be great for that and that'll actually take people to their final destination and not just the bus stop." The Hyperloop is another example of Elon's vision to revolutionize transportation.

Is the $400 Billion F-35's 'Brain' Broken? (cnn.com)
Zachary Cohen, reporting for CNN News: Almost 2,500 of the world's most advanced warplanes, with a total price tag of $400 billion, and they may not have a "brain" in the bunch? That's the fear of federal watchdogs who say problems with the F-35 Joint Strike Fighter's complex logistics software system could lead to a grounding of the entire fleet, not to mention future cost increases and schedule delays. Documenting risks to the F-35's Autonomic Logistics Information System, which Department of Defense officials have described as the "brains" of the fifth-generation fighter, an April 14 Government Accountability Office report says a failure "could take the entire fleet offline," (PDF) in part, due to the lack of a backup system. The report also outlines concerns related to the lack of testing done to ensure the software will work properly by the time the Air Force plans to declare its version of the aircraft ready for deployment this August and the Navy reaches that milestone in 2018. The Marine Corps declared the first squadron of its F-35 variant ready for combat in July 2015, with the intention of upgrading and resolving the software issues before its first planned deployment in 2017.

EMV Technology In Credit and Debit Cards Reducing Counterfeit Fraud, Says Visa (usatoday.com)
An anonymous reader cites an article on USA Today: The new chip-enabled cards flowing into the U.S. marketplace have already made a dent in fraud, with some of the biggest merchants seeing a dip of more than 18% in counterfeit transactions, according to Visa. Among the 25 merchants who were suffering the most instances of counterfeit fraud at the end of 2014, five that began processing credit and debit cards equipped with the new EMV technology saw those infractions fall 18.3% as of the final quarter of 2015, says Stephanie Ericksen, vice president of risk products at Visa. Meanwhile, five of those merchants who were not yet equipped to handle chip-enabled cards saw an increase in fraudulent transactions of 11.4%. "We're seeing EMV is having a positive impact on counterfeit fraud," Ericksen says. "Merchants who implement chip, their counterfeit fraud is going down, while those still finalizing plans, their counterfeit fraud is going up."Also from the report, "Visa on Tuesday also announced a software upgrade that will shave the amount of time spent on chip card transactions. With 'Quick Chip,' consumers can dip their chip cards into the terminal and withdraw it in two seconds or less, instead of waiting until their purchase is authorized. The consumer can 'put the card in the terminal and put it right back in your wallet and . . . move to get their coffee, or hamburger or start bagging their groceries,' Ericksen says. Security Firm Discovers Secret Plan To Hack Numerous Websites and Forums (softpedia.com)
An anonymous reader writes: According to Softpedia, "Security researchers from SurfWatch Labs have shut down a secret plan to hack and infect hundreds or possibly thousands of forums and websites hosted on the infrastructure of Invision Power Services, makers of the IP.Board forum platform." The man behind this plan was a hacker known as AlphaLeon, maker of the Thanatos malware-as-a-service platform. AlphaLeon hacked IP.Board's customer hosting platform, and was planning to place an exploit kit that would infect the visitors to these websites with his Thanatos trojan, in order to grow his botnet. Some of the companies using IP.Board-hosted forums include Evernote, the NHL, the Warner Music Group, and Bethesda Softworks (Elder Scrolls, Fallout, Wolfenstein, Doom games).

Intel Confirms Major Layoff: 12,000 Worldwide, 11 Percent of Workforce (ieee.org)
Tekla Perry writes: It's all about the cloud and the Internet of Things, says Intel explaining the planned layoffs, which will affect some 12,000 employees. Intel CEO Brian Krzanich promises in an email today to employees, that the "transition" will be handled with the "utmost dignity and respect." According to IEEE Spectrum, "Intel Corp. today announced that it would cut some 12,000 jobs -- that's 11 percent of its total workforce -- by mid-2017, with the majority of those affected getting the bad news within the next two months. In a press release, the company said the 'restructuring initiative' would 'accelerate its evolution from a PC company to one that powers the cloud and the billions of smart, connected computing devices,' and that the company would be increasing its investments in 'data center, IoT memory, and connectivity businesses.'"

Solar Is Now Cheaper Than Coal, Says India Energy Minister (climatechangenews.com)
An anonymous reader cites a report on Climate Change News: India is on track to soar past a goal to deploy more than 100 gigawatts of solar power by 2022, the country's energy minister Piyush Goyal said on Monday. Speaking at the release of a 15-point action plan for the country's renewable sector, Goyal said he was now considering looking at "something more" for the fast-growing solar sector. "I think a new coal plant would give you costlier power than a solar plant," he said. "Of course there are challenges of 24/7 power. We accept all of that -- but we have been able to come up with a solar-based long term vision that is not subsidy based." In the past financial year, nearly 20GW of solar capacity has been approved by the government, with a further 14GW planned through 2016 according to the Union Budget.More details here. "I met this man in Meghalaya, who has a solar set-up for his homestay. He mentioned that only the initial setting up costs you much," Deepika Gumaste, a travel writer told Slashdot. "But once you have set it up, the operating costs are not much and more importantly, the environmental costs also go down. Good on your pockets too in the long run." It is worth pointing out that India is currently among the handful of nations that is increasing its coal consumption, according to a Guardian report from late last year. Nucleus market, which primarily sold illegal drugs such as cocaine, methamphetamine, and cannabis, has disappeared: The site is unresponsive, and the market administrators have not made any announcements about planned downtime. This has forced vendors to migrate to other sites and panicked users to figure out where to go next, all amidst a whirlwind of rumours and speculation of where Nucleus -- and its cash -- has gone. 'Nucleus is an awesome market. One of the best. Hope all the admins are ok and nothing serious happened,' someone identifying themselves as a vendor wrote in a comment on the news site Deep Dot Web. At the moment, it's not totally clear why Nucleus' website is unresponsive. It could be an exit scam -- a scam where site administrators stop allowing users to withdraw their funds and then disappear with the stockpile of bitcoins.

YouTube Introduces Live 360 Video Streaming and Spatial Audio (googleblog.com)
An anonymous reader writes: YouTube's 360-degree videos are nothing new to the site as they were first introduced in March 2015. Today, YouTube has expanded on the feature by allowing select users to live stream 360-degree videos wherever an internet connection is present. Whether it's at a music festival or sporting event, viewers will be able to view 360-degree live video through their web browser, mobile device or VR headset. Google Executive Neal Mohan says, "Now anyone, with just their phone, can have that front row experience without having to be there." In addition, YouTube has also launched spatial audio for on-demand YouTube videos. "Just as watching a concert in 360 degrees can give you an unmatched immersive experience, spatial audio allows you to listen along as you do in real life, where depth, distance and intensity all play a role," according to the YouTube blog post. If you have an Android device, you can test out spatial audio from this playlist. YouTube's announcement comes one week after Facebook announced its plans to get more serious about 360-degree videos. They are opening up their Live Video feature to developers to allow developers to integrate live streaming into third-party apps.
