Imagine if some legislator somewhere decided that this new crypto API (though it's for legitimate reasons) is somehow to be classified as a munitions and thus is a crime to export to other countries. He circulates a letter which his trusting co-legislators sign blindly. A week after its passing Linus gets locked up for anti-American activities. Alan Cox gets shipped to Guantanamo.
