They appear to be using Cross Match's Verifier 300 LC. Note that the actual capture of the fingerprint requires no interaction with the device. It determines when the image quality is excellent and grabs it."

One problem is that even if you can correctly identify every single person entering the country, you can't stop any terrorists until they have a known terror record.
