They are playing the angle that this is allowing for criminal surveillance, which seems justified by the article.     well, considering that they agreed with bush on the whole Weapons of Mass Destruction, and what not.. and they were totally wrong, i wouldnt put that much into that claim. in all fairness, i think China is. they're some sneaky bastids! :o
