The quality of life is determined by much more than high speed broadband.
Even to this day, Korea has a net emigration out of Korea and into the USA. If you are an orphan in Korea, a Westerner (like an American) is much more likely to adopt you than a Korean. The Koreans view people outside of their family as vermin, fit only to die.
Don't forget the sex ratio at birth (SRB). The SRB in Korea is almost as high as that in China. The SRB is 1.20 males to 1 female. The normal SRB is 1.05, which Japan, Vietnam (!), and the USA have.
There is no need to be jealous of Korea.

Yeah, those are the numbers I have. You have a country of 290 million people achieving the third highest internet penetration rate in the world, that's none too shabby.
