DARPA Contemplates Vast Ocean Network

Researchers at the Defense Advanced Research Projects Agency (DARPA) want to explore the possibility of seriously changing that notion and develop what it calls "a system-of-systems architecture and critical components to support networked maritime operations, to include undersea, surface, and above surface domains."
Power cables, telecommunications cables, SOSUS arrays - littorals and continental shelves are littered with cables and there are a goodly number in the deep ocean.

I sounds like big (physical) networks, with very few users (although it could be _very_ useful at times of emergency).
Just build a bunch of cities underwater, and giant floating cities, and you'll have cables everywhere.
