I haven't read the white paper but I'm going to ask you anyway:

How can they be sure that only 5% reoffended?

IMO the correct sentence would be that only 5% was caught reoffending. Maybe the total reoffend rate is way higher, but since these guys now have more experience in the business, they are doing better: escaping from the police/leaving no evidences/killing the victim.

PS.: definr.com does not show the word reoffend so I'm not sure it is correct, but you sure know what I mean by reoffend/reoffended/reoffending.

Maybe you could post sentences that are based on true facts.

They sold 350k last week, which does NOT mean they sell 350k EVERY WEEK.

So, basically, the Wii Truck came, drop them and of those 600k, 350k were sold last week. Now you have 250k left for 3 weeks until the next truck gets here.

CmdrTaco is just telling us what happened when he decided to sue the guy that sent him spam asking him to exchange links with his website about "Growing money in trees at home". For us, this looks 100% like spam (message from an automated php script, response to be filled in a form on a website) but the judge ruled this as a personal email so his attempt to sue the guy failed unfortunately.
